Legal basis: Article 6 of the Measures for the Administration of Special Funds Supported by Central Centralized Lottery Public Welfare Fund: The expenditure of lottery public welfare fund includes the following contents:

(a) the mass sports part is mainly used for:

1. Build public stadiums and facilities and donate sports and fitness equipment;

2. Funding mass sports organizations and team building;

3. Funding or organizing national fitness activities;

4. Organize scientific research and publicity of national fitness.

(2) The part of competitive sports is mainly used for:

1. Hosting the national comprehensive sports meeting;

2. Improve the facilities of national team training venues;

3. Funding the cultivation of high-level sports reserve talents;

4. Support the national team to prepare for and participate in the international comprehensive games;

5. Supplement the athletes' security expenditure.
