Encourage farmers to solve the fragmentation problem of contracted land by means of exchange. At present, our county is studying and formulating preferential policies and measures for land scale transfer, giving financial subsidies to land transfer owners with a certain scale, and encouraging contracted land to be concentrated in aquaculture experts, family farms or professional cooperatives, and leading enterprises with operational capabilities to achieve scale operation. It is required that comprehensive agricultural development projects give priority to supporting farmers' professional cooperatives to engage in large-scale operation of breeding industry and agricultural infrastructure construction. It is allowed to rent land across regions by means of mutual assistance and docking between villages. Encourage village collective economic organizations to entrust the management of contracted land that farmers are unable or unwilling to cultivate, and carry out centralized management or unified circulation.

Cancel the establishment of Xinhu Township, Taiping Township and Liuhe Township, set up Xinhu Town and Liuhe Sub-district Office, integrate resources and optimize layout, and the development pattern of "one body and two wings" towns will be clearer. Innovating the government environment, introducing measures such as the use management of financial funds and the bidding management of government investment projects, and making the government administrative behavior more standardized; The process of administrative examination and approval was re-engineered, and "three centralization and three in place" was fully implemented. The administrative examination and approval service hall was completed and put into use, and more than 300 examination and approval items were centralized. The administrative management mode is more standardized, orderly, open, transparent, convenient and efficient, and it has been successively rated as "National Advanced Unit for Administering Regions by Law" and "Provincial Advanced Unit for Administering by Law". Innovate the new integrated management system of port and city, establish and implement the joint meeting system of Hekou District and Dongying Port Economic Development Zone, jointly study and determine the strategic planning, policies and measures, industrial projects, infrastructure and other major issues related to the overall development of the port, and jointly organize and implement them to ensure scientific and efficient operation. At present, two joint meetings have been successfully held to jointly study the measures for the supervision and implementation of major issues in the port area, the policies for attracting investment in the region, highway construction projects in the port area, and the preparation of regional economic and social development plans, thus creating a new situation for the integrated development of the port area and the city.

Broaden the financing channels of enterprises and realize the bundled listing of Annoqi and Huihai Medicine with the parent company. Actively carry out the pilot project of mortgage financing of forest right and sea area use right, and handle 5 forest right mortgage loans, totaling 27.5 million yuan; There are 30 mortgage loans for the right to use sea areas, with an amount of 200,000 yuan.

Optimize the structure of urban and rural land use, actively promote the work of linking the increase and decrease of urban construction land, and successively implement three urban-rural land connection projects. Two linked projects, Dongba Village in Liuhe Township and Xinxing Village in Taiping Township, have been completed. The residential land area in the hook area is 292.35 mu, and the barren alkali land around the village is 1 19.7 mu. At present, the newly-built Nanliuhe project has demolished an area of 9,656.5 square meters, with 89 households demolished and 77.5% of the old buildings demolished. Through the implementation of linkage project, the structure of urban and rural construction land is further optimized, the contradiction between supply and demand of construction land is effectively alleviated, and the coordinated development of urban and rural areas is promoted. At present, six land development and consolidation projects at or above the municipal level have been organized and implemented, with a total scale of 42,905 mu, with an increase of 6,072,338+05 mu of cultivated land, achieving a double harvest of cultivated land protection and increasing farmers' income. Take the lead in implementing unused land development projects. Last June, 5438+ 10, a groundbreaking ceremony for the province's unused land was held in Xinhu Town, our district. Three idle land development projects, Phase I, Phase II and Beili, started one after another. The construction scale of the three projects is 102900 mu, and it is estimated that 38800 mu of cultivated land will be added. Among them, the first phase of the unused land development project in Xinhu and Beili has been completed, and the cooperation intention has been reached with Shandong Zhengbang Group and Henan Tian Rui Ecological Investment Co., Ltd., and large-scale pasture planting, animal husbandry and processing projects have been built, paving the way for the development of unused land in the whole Yellow River Delta efficient ecological economic zone and providing experience.
(4) Continuously strengthen scientific and technological innovation. Actively guide enterprises to strengthen the construction of independent innovation and entrepreneurship platform, and successively set up Huihai Pharmaceutical Academician Workstation, Jindao Industrial Academician Workstation and Dongying Research Institute of Derek National Rubber Additives Engineering Technology Research Center. Xuye Chemical Chlorinated Polyethylene Rubber Engineering Technology Research Center passed the provincial certification, and a quality supervision and inspection center for petroleum additives and light hydrocarbons in the province was officially put into use. Focusing on leading industries such as petrochemical industry and equipment manufacturing, relying on the Yellow River Estuary High-tech Enterprise Pioneer Park, leading enterprises are encouraged to form industrial innovation alliances and implement industrial technology research to continuously improve the overall development level of the industry.
(5) Continue to open wider to the outside world. Plan to build Shandong Hekou Blue Economic Development Zone, integrate resources with Shandong Hekou Economic Development Zone and Dongying Port Economic Development Zone, build an economic development zone, and enhance the platform for opening up. We will further implement the strategy of "opening up, attracting investment and developing" and focus on attracting investment in key areas at home and abroad. Four. Existing problems and next steps
Although our region has made some achievements in building an efficient eco-economic zone, we also clearly see that there are still many difficulties and problems in the work, which are mainly manifested as: small economic aggregate, weak comprehensive strength, lack of leading enterprises and large projects; The industrial structure is not reasonable, strategic emerging industries have just started, the development of modern service industry is lagging behind, and the task of changing mode and adjusting structure is still arduous; Urban functions are not yet complete, urban and rural development is not coordinated enough, and the channels for farmers to continuously increase their income are relatively single; The ability of scientific and technological innovation is not strong, the constraints of resources and environment are increasing, and the contradiction between fiscal revenue and expenditure is more prominent, and so on. We will take effective measures to solve these problems seriously. In the next step, we will focus on the following four aspects: first, fully implement the national strategy and create a new situation of coordinated development of land and sea; Second, efforts should be made to optimize the industrial structure and accelerate the construction of a new highland for modern industries; The third is to further promote urban and rural planning and accelerate the construction of a beautiful and livable new estuary; Fourth, pay more attention to people's livelihood and strive to build a harmonious and happy new home.

I hope that the higher government will give coordination and integration.
The second is to strengthen the construction of major infrastructure. The supporting level of major infrastructure in the region is low, the district-level finance is limited, and the impact of the state's clean-up of government financing platforms has caused a huge funding gap for infrastructure construction. I hope that the higher authorities will give priority to supporting major infrastructure projects in our region when arranging special funds for the construction of Huanglan District. At the same time, speed up the coastal moisture-proof system and the construction of high-grade highways around Bohai Sea, and build infrastructure support in coastal areas.
The third is to improve the pilot policy. The planning of Yellow and Blue Provinces has given a number of supporting policies for pilot work in the two regions, but there are few supporting implementation rules, and there are policy bottlenecks in specific work.
