First, promote local holidays. The general public and friends are requested to choose local festivals as far as possible, so as to reduce cross-provincial travel. Avoid going to counties where high-risk areas are located in China, and don't go to cities where high-risk areas are located unless necessary. By plane, high-speed rail, train, inter-provincial coach, inter-provincial passenger ship and other means of transportation, you must hold a 48-hour negative nucleic acid certificate.

Second, the building must be inspected twice every three days. Upon arrival, all personnel entering Xiamen should be inspected at one stop and two stops immediately, and again on the third day. People who have lived in epidemic-related areas in the past 7 days must report to their communities, work units or hotels as soon as they arrive in Xiamen.

Third, I am willing to check it out. Encourage people to have a nucleic acid test every 72 hours. The key population should strictly follow the prescribed frequency to implement "full inspection" and "timely sampling inspection".

Four, check the key places of nucleic acid certificate. When staying in various hotels, hotels, homestays and other accommodation places, and entering indoor places and tourist attractions such as bathing, foot bath, SPA, recreation hall, song and dance hall, KTV, Internet cafe, bar, script killing, secret room escape, gym, swimming pool, etc., you need to check the negative certificate of nucleic acid detection within 72 hours or the nucleic acid sampling record within 24 hours.

Fifth, fully implement the "code scanning". Cinema, bar, KTV and other places of entertainment, parks, scenic spots and other tourist attractions, shopping malls, supermarkets, catering services and other crowded public places, as well as hospitals, primary medical and health institutions, clinics, retail pharmacies and other key institutions should set up places to post codes, intelligent kiosks or intelligent epidemic prevention gates. The general public tourists must "scan the code" when entering the above places.

Sixth, strengthen the management of assembly activities. Advocate the masses to organize simple weddings and funerals, and try to reduce the scale and number of people. There is no need to hold large-scale meetings, training, exhibitions, cultural performances and other gathering activities. If it is really necessary to hold it, it should be as small as possible and implement prevention and control measures. Participants need to scan the code to register and check the negative certificate of nucleic acid test within 48 hours.

Seven, strengthen supervision and inspection. If the managers of key places or the main organizers of gathering activities refuse to implement the requirements of epidemic prevention and control measures such as "code scanning" and inspection of nucleic acid test certificates, the relevant departments will remind them and urge them to make rectification, and punish those with high epidemic risk according to laws and regulations. Those who refuse to make rectification or fail to strictly implement the prevention and control requirements will be investigated for legal responsibility according to law. Individuals who refuse to implement epidemic prevention and control measures such as code scanning and code inspection without justifiable reasons shall be investigated for legal responsibility according to law.
