Measures for the Administration of Sports Events in Shaanxi Province
Article 1 In order to ensure the orderly development of sports events and promote the development of sports undertakings and sports industries, these Measures are formulated in accordance with the Sports Law of the People's Republic of China, the National Fitness Regulations and other laws and regulations, combined with the actual situation of this province. Article 2 The term "sports events" as mentioned in these Measures refers to competitions and related activities with sports events announced by the state and this province as their contents. Article 3 These Measures shall apply to social-oriented sports events held within the administrative region of this province.

If the state has other provisions on international and national sports events, professional leagues and other sports events, those provisions shall prevail.

Sports events organized by this unit and this industry system can be implemented with reference to these measures. Article 4 The hosting of sports events shall follow the principles of legality, safety, openness, fairness, impartiality, honesty, environmental protection and civilization. Fifth people's governments at or above the county level shall be responsible for the management of sports events within their respective administrative areas.

The competent departments of public security, housing and urban construction, transportation, cultural tourism, health and market supervision of the people's governments at or above the county level shall do a good job in the management of sports events according to their respective responsibilities.

Sports associations and other social organizations shall, in accordance with relevant laws, regulations, rules and their articles of association, perform the duties of dispatching referees and providing professional and technical guidance in sports events. Article 6 Any unit or individual may organize and hold sports events according to law.

Except as otherwise provided by laws and regulations, the sports authorities shall not implement administrative licensing for holding sports events. Article 7 The people's governments at or above the county level and their relevant departments may encourage units and individuals to hold or participate in the holding of sports events by means of financial subsidies, purchasing services and providing public facilities. Fourteenth units and individuals undertaking the preparation and organization of sports events (hereinafter referred to as the organizer) shall be responsible for the safety of sports events within the scope of their duties and do the following safety work:

(three) according to the needs of sports events to implement the relevant medical, health and safety measures, to ensure the normal use of communications, transportation, security, fire protection, ambulance, emergency access and other facilities;

Seventeenth units and individuals that assist in organizing sports events shall be responsible for the quality and safety of the products or services they provide to sports events.
