Article 3 People's governments at all levels shall incorporate fire control work into the national economic and social development plan, increase investment according to the development needs of fire control work, and ensure the actual needs of fire prevention, fire fighting and emergency rescue.
Article 4 The public security organs of the people's governments at or above the county level shall supervise and manage the fire control work within their respective administrative areas, and the fire control institutions of the public security organs of the people's governments at the corresponding levels shall be responsible for the implementation.
The fire control work of military facilities shall be supervised and managed by the competent units, and the fire control institutions of public security organs shall provide assistance; The fire control work of hotels, restaurants, shopping malls, hospitals, schools and other crowded places and houses where the military provides services to the outside world shall be supervised and managed by the fire control institutions of public security organs.
The fire control work in the underground part of the mine shall be supervised and managed by the competent unit.
The fire control work on railways, civil aviation and water shall be the responsibility of the competent units, and shall be subject to the supervision of the fire control institutions of public security organs.
Where laws and administrative regulations have other provisions on forest and grassland fire control, such provisions shall prevail.
The fifth annual 1 1.9 is the province's fire safety publicity day.
Article 6 People's governments at all levels shall regularly organize publicity and education on fire control laws and regulations, popularize fire control knowledge, and enhance citizens' awareness of fire control safety and fire control legal system.
Article 7 All units and individuals have the obligation to maintain fire control safety, protect fire control facilities, prevent fires and report fire accidents. All units and adults have the obligation to participate in organized fire fighting. Any unit or individual has the right to report, accuse and stop acts endangering fire safety.
Article 8 People's governments at all levels shall commend and reward units and individuals that have made remarkable achievements in fire prevention and fighting, fire control publicity and education, fire control research, etc.
To participate in fire fighting and emergency rescue work or to be injured, disabled or sacrificed in fire training, to provide living security, medical care and pension subsidies in accordance with the regulations; Meet the conditions of martyrs, in accordance with the provisions of the State Council "revolutionary martyrs praise regulations". Article 9 People's governments at or above the county level shall establish and improve the responsibility system and assessment mechanism for fire control work, hold joint meetings regularly, analyze the fire safety situation, coordinate and solve major problems in fire control work, and supervise and inspect the performance of fire control duties and the implementation of the responsibility system for fire control safety by the people's governments at lower levels and their subordinate departments.
Township people's governments and sub-district offices shall organize and guide villagers' committees, residents' committees and resident units to carry out mass fire control activities.
Tenth fire control institutions of public security organs shall perform the following duties:
(1) Technical standards for fire control;
(two) to carry out fire safety publicity and education, organize and guide fire safety training;
(three) to participate in the preparation of urban and rural fire planning, and urge the relevant departments to implement;
(four) fire design audit, fire acceptance, filing and spot check of construction projects;
(five) the public gathering place put into use and fire safety inspection before opening;
(six) to determine the key units of fire safety and implement supervision and spot checks;
(seven) to supervise and manage the quality of fire-fighting products and fire-fighting facilities, the qualifications of fire-fighting technical service institutions, the qualifications of employees and their business activities;
(eight) to guide the organization, construction and business training of full-time and voluntary fire brigades;
(nine) to undertake emergency rescue work, such as fire fighting, major disasters and accidents, mainly to save people's lives;
(ten) responsible for investigating the cause of the fire and counting the fire losses;
(eleven) other statutory duties.
Eleventh public security police station to carry out daily fire supervision and inspection of the units determined by the public security organs at higher levels, to carry out fire publicity and education, and to urge the villagers' committees, residents' committees and property service enterprises within their respective jurisdictions to perform their duties of fire safety.
Twelfth people's governments at or above the county level in the preparation and adjustment of urban and rural planning, should also plan the fire safety layout and fire station, fire water supply, fire communication, fire truck passage and other public facilities.
Urban and rural planning, land and resources administrative departments shall, in accordance with urban and rural planning and the relevant provisions of the state, ensure the construction land of fire stations.
No unit or individual may lease, buy or sell the land for fire station construction that has been included in urban and rural planning or use it for other purposes.
The planning and construction of fire water supply should make full use of natural water sources such as rivers and lakes, and set up fire lanes and water intake facilities that meet the requirements.
Thirteenth people's governments at or above the county level shall organize development and reform, urban and rural planning, finance, transportation, fire control and other departments to build and maintain public fire control facilities such as fire stations, fire water supply, fire truck passages, fire communication and so on in accordance with the relevant provisions of the state and this province. If public fire-fighting facilities and fire-fighting equipment are insufficient or do not meet the actual needs, they should be added, rebuilt, equipped or technically transformed.
Fourteenth quality and technical supervision, industrial and commercial administrative departments shall, in accordance with their respective responsibilities, strengthen the supervision and management of the production and sales of fire protection products.
Fifteenth education, human resources, justice and other administrative departments should incorporate fire laws, regulations and fire safety knowledge into teaching, training and legal popularization.
The departments of press and publication, culture, radio, film and television shall perform their duties of fire prevention publicity, popularize fire prevention laws, regulations and common sense, and publish public service advertisements on fire prevention.
Trade unions, Communist Youth League, women's federations and other organizations organize fire prevention publicity and education and develop fire prevention volunteers according to the characteristics of their respective working objects.
Sixteenth environmental protection, meteorology, earthquake, surveying and mapping, communications, water supply, power supply, oil supply, gas supply and other relevant departments and units shall provide information that may affect fire safety, fire fighting and emergency rescue work to the fire control institutions of public security organs in a timely and free manner.
Seventeenth organs, organizations, enterprises and institutions shall perform the following fire safety duties:
(a) the implementation of fire safety responsibility system, formulate and implement the fire safety system, fire safety operation procedures;
(two) in accordance with the technical standards for fire control, fire control facilities and equipment, set up fire safety signs, and organize regular inspection and maintenance to ensure that fire control facilities and equipment are in good condition and effective;
(three) to ensure the smooth passage of evacuation routes, safety exits and fire engines, and to ensure that the fire prevention and smoke prevention zones and fire prevention intervals meet the technical standards for fire control;
(four) the organization of fire inspection, timely elimination of fire hazards;
(five) organize fire fighting, protect the scene of the fire, and assist in the investigation of the cause of the fire;
(six) to formulate fire fighting and emergency evacuation plans and organize regular fire drills;
(seven) to carry out publicity and education on fire safety for employees;
(eight) other fire safety duties as prescribed by laws and regulations.
The legal representative or principal responsible person of an organ, a public organization, an enterprise, a public institution and other social organizations is the first person responsible for fire safety of the unit, and is fully responsible for fire safety.
Eighteenth residents' committees and villagers' committees shall carry out the following fire control work:
(a) publicity of fire laws, regulations and rules, popularize fire knowledge;
(two) to formulate a fire safety convention, and urge residents and villagers to abide by it;
(three) to determine the fire administrator, carry out fire safety inspection, organize residents and villagers to clear public passages and eliminate fire hazards;
(four) to organize residents and villagers to put out fires, maintain fire order, protect the scene of fires, and cooperate with the investigation of fire causes;
(five) to urge the units in the jurisdiction to formulate and implement the fire safety system.
Article 19 Citizens should abide by the laws and regulations on fire control, understand the necessary knowledge of fire control safety such as using fire, electricity, oil, gas and setting off fireworks and firecrackers, do not pile up or place combustible articles in disorder, do not block public passages, master the methods of fire prevention, fire fighting and escape, and enhance their self-prevention and self-help ability.
Residential decoration should meet the requirements of fire prevention. Article 20 The fire control design and construction of construction projects shall conform to the national technical standards for fire control of engineering construction. The design unit is responsible for the fire protection design quality of the building project, the construction unit is responsible for the construction quality of the fire protection project, and the project supervision unit is responsible for the supervision quality of the fire protection project.
Construction units shall use fire-fighting products that meet national standards or industry standards, and shall not require units and personnel such as design, construction and project supervision to reduce the quality of fire-fighting design and construction of building projects. When the construction project is completed and accepted, it shall provide the fire department of the public security organ with the product source certificate, compulsory product certification certificate, type approval certificate or compulsory inspection report and other materials.
Twenty-first the following large crowded places, the construction unit shall submit the fire design documents of construction projects to the fire control institutions of public security organs responsible for the audit:
(a) stadiums, auditoriums, public exhibition halls and museum exhibition halls with a total construction area of more than 20,000 square meters;
(2) Civil airport terminals, passenger station waiting rooms and passenger station waiting rooms with a total construction area of 15000 square meters or more;
(3) Hotels, restaurants, shopping malls and markets with a total construction area of over 10,000 square meters;
(4) theaters, public library reading rooms, business indoor fitness and leisure places, hospital outpatient buildings, teaching buildings, university libraries and canteens, production and processing workshops of labor-intensive enterprises, temples and churches with a total construction area of more than 2,500 square meters;
(5) Children's rooms in nurseries and kindergartens with a total construction area of 1000 square meters or more, indoor places for children's activities such as children's playrooms, ward buildings in nursing homes, welfare homes, hospitals and sanatoriums, teaching buildings, libraries and canteens in primary and secondary schools, dormitories in schools and dormitories for workers in labor-intensive enterprises;
(6) Song and dance halls, video halls, projection halls, karaoke halls, nightclubs, amusement halls, saunas, Internet cafes, bars, restaurants, teahouses and cafes with entertainment functions with a total construction area of over 500 square meters.
Twenty-second the following special construction projects, the construction unit shall submit the fire protection design documents of the construction project to the fire control institutions of the public security organs responsible for the audit:
(a) the construction projects of large-scale crowded places listed in Article 21 of these regulations;
(2) Office buildings, power dispatching buildings, telecommunication buildings, postal buildings, fire command and dispatching buildings, radio and television buildings and archives buildings of state organs;
(three) other public buildings with a single building area of more than forty thousand square meters or a building height of more than fifty meters other than those specified in the first and second paragraphs of this article;
(4) Urban rail transit, tunnel engineering, large-scale power generation and distribution engineering;
(5) Factories, warehouses, special stations and docks for producing, storing and loading and unloading inflammable and explosive dangerous goods, filling stations, supply stations and pressure regulating stations for inflammable and explosive gases and liquids.
Twenty-third large-scale crowded places and special construction projects of fire protection design documents have not been audited or unqualified, the department responsible for the examination and approval of the project construction permit shall not approve the construction permit, the construction unit, the construction unit shall not construction.
If the fire protection design of a building project audited by the fire control institution of the public security organ needs to be changed, it shall be reported to the fire control institution of the public security organ for approval; Without approval, no unit or individual may change.
Article 24 In accordance with the national technical standards for fire control in engineering construction, if fire control design is required for other construction projects except large crowded places and special construction projects, the construction unit shall, within seven working days from the date of obtaining the construction permit, report the fire control design documents to the fire control institution of the public security organ for the record. The fire control institution of the public security organ shall conduct spot checks on the fire control design of the construction project, and shall be ordered to stop work for rectification if it is unqualified.
Twenty-fifth in accordance with the national technical standards for fire control in engineering construction, after the completion of the construction project, fire control acceptance and filing shall be carried out in accordance with the following provisions:
(a) large crowded places and special construction projects, the construction unit shall apply to the fire control institutions of the public security organs responsible for the audit for fire control acceptance;
(two) after the completion of other construction projects, the construction unit shall file with the fire control institution of the public security organ, and the fire control institution of the public security organ shall conduct spot checks.
Construction projects subject to fire control acceptance by fire control institutions of public security organs are prohibited from being put into use without acceptance or unqualified acceptance; Other construction projects that fail to pass the spot check shall stop construction.
Twenty-sixth construction projects need renovation, expansion, interior decoration and change of use, it should be reported to the fire control institutions of public security organs for fire control design review, completion acceptance or filing according to the original procedures.
Twenty-seventh after the completion of the construction project with automatic fire control facilities, the construction unit shall entrust a qualified building fire control facilities testing institution to carry out technical testing on automatic fire control facilities. After the automatic fire fighting facilities are put into use, technical inspection shall be conducted at least once a year.
The testing institution shall truthfully issue the testing report and be responsible for the testing report. The construction unit shall send the test report to the fire control institution of the public security organ for the record.
Twenty-eighth construction, construction and supervision units shall establish and improve the fire safety management system on the construction site, clarify their respective responsibilities, implement fire safety responsibilities, and strictly manage fire sources, power sources and flammable and combustible materials.
The construction site shall set up temporary fire water supply facilities according to the needs of fire control, and be equipped with corresponding types and quantities of fire fighting equipment to ensure the smooth flow of fire exits; If thermal insulation and maintenance measures need to be taken, the thermal insulation and maintenance materials shall be incombustible or flame retardant.
Twenty-ninth ancient buildings, memorial buildings, museums, libraries, cultural relics collection units, religious activities and other buildings, it is forbidden to store flammable and explosive dangerous goods or set up public entertainment places.
It is forbidden to produce and store inflammable and explosive dangerous goods in civil buildings.
It is forbidden to produce, store and sell inflammable and explosive dangerous goods in underground buildings.
Thirtieth quality and technical supervision, industry and commerce administration and fire control institutions of public security organs shall extract a certain proportion of fire protection products every year according to product items and send them to qualified testing institutions for quality testing.
Spot checks shall not charge any fees.
Thirty-first before the public gathering place is put into use or business, the construction unit or the user unit shall apply to the fire department of the public security organ at or above the county level for fire safety inspection. To apply for fire safety inspection, the following materials shall be provided:
(a) fire safety inspection declaration form;
(2) Business license or notice of pre-approval of enterprise name issued by the administrative department for industry and commerce;
(three) the construction project fire acceptance or fire completion acceptance filing documents;
(four) fire safety system, fire fighting and emergency evacuation plan;
(five) records of pre-job fire safety education and training for employees, and professional qualification certificates for special types of work in the fire protection industry for operators of automatic fire protection systems;
(six) other materials that should be declared according to law.
The fire department of the public security organ shall, within seven working days from the date of accepting the application, conduct fire safety inspection on the public gathering place, and the place can only be put into use after passing the inspection.
Thirty-second municipal water supply departments should regularly check and maintain municipal fire hydrants to ensure the use of fire fighting.
In addition to fire fighting, rescue, testing and fire drills, no unit or individual may use fire water sources.
Article 33 The installation and use of electrical products and the design, laying, maintenance and testing of their circuits shall conform to the technical standards for fire control and relevant management regulations.
Places and facilities that are prone to generate static electricity and may cause fire or explosion shall take measures to prevent static electricity from generating or eliminating static electricity.
Electrical equipment in crowded places, inflammable and explosive places and warehouses storing combustible materials shall be tested for fire safety at least once a year.
Article 34 The installation and use of gas appliances and the laying and management of pipelines shall conform to the technical standards and regulations on fire control.
No unit or individual may dismantle, transform or move gas facilities without authorization, and may not extract pipeline gas without authorization. It is forbidden to install gas pipes and use gas in bedrooms or house aisles.
Users who use gas cylinders shall not use unqualified, scrapped or expired gas cylinders, shall not use any means to heat, smash or lie down the gas cylinders, shall not pour backward, discharge residues and disassemble and repair accessories such as bottle valves, and shall not change the paint color of the inspection marks or the bottle body itself.
Thirty-fifth places where inflammable and explosive materials are produced, stored and sold shall be designated as no-fire areas according to the fire risk, and obvious signs shall be set up.
If it is really necessary to carry out naked fire operation in the fire-forbidden area, it shall be approved by the person in charge of the unit, equipped with fire-fighting equipment, designated person for guardianship, and strictly abide by the safety operation rules.
Thirty-sixth inflammable and explosive new materials, new products, new equipment and new technology with fire risk are developed and delivered for production, use or technology transfer, scientific research units and individuals shall put forward fire prevention measures and fire extinguishing methods. Production and use units and individuals shall implement fire prevention measures to ensure fire safety.
Article 37 The following personnel shall receive fire safety training:
(a) fire safety management personnel;
(two) the design, construction, supervision and maintenance personnel of fire control engineering;
(three) fire products inspection and maintenance personnel and automatic fire facilities operators;
(four) personnel engaged in the production, storage, sale and transportation of inflammable and explosive dangerous goods;
(five) electric welding and gas welding operators;
(six) employees of fire technical service institutions;
(seven) technical personnel engaged in building interior decoration design and construction.
Operators of automatic fire fighting facilities and electric welding and gas welding operators shall hold corresponding certificates.
Article 38 In buildings and inflammable and explosive places with automatic fire-fighting facilities, management units shall use modern information technologies and equipment such as remote monitoring to establish a scientific fire early warning mechanism, so as to improve the rapid response capability of fire prevention, fire resistance and fire fighting and rescue.
The fire control room shall establish a 24-hour duty system to ensure the timely discovery and accurate disposal of fire and fault alarms.
Thirty-ninth fire technical service institutions and their employees engaged in the detection, maintenance, fire safety monitoring and electrical detection of building fire control facilities shall have corresponding qualifications.
Fortieth fire technical service institutions shall meet the following conditions:
(1) Having the qualification of a legal person;
(2) Having a fixed office space and an inspection and testing place suitable for the work;
(3) Having corresponding inspection and testing facilities and equipment;
(4) Having a corresponding number of professional and technical personnel suitable for the service project.
Forty-first institutions engaged in fire control technical services shall apply for qualification to the fire control institutions of the provincial public security organs. After receiving the application, the fire department of the provincial public security organ shall verify the materials submitted by the applicant and the inspection and testing sites, facilities and equipment owned by the applicant. Those who meet the requirements after examination shall be approved within 20 days from the date of accepting the application.
Forty-second fire control institutions of public security organs shall take temporary sealing measures if they find that the following major fire hazards have not been eliminated in time, which may seriously threaten public safety:
(a) the number of evacuation passages and exits in crowded places is insufficient or seriously blocked, which does not meet the conditions for safe evacuation;
(two) the building fire control facilities are seriously damaged and do not have the function of fire prevention and extinguishing;
(three) in violation of fire safety regulations, the use, storage and sale of flammable and explosive dangerous goods in crowded places;
(four) in violation of the technical standards for fire control, the use of flammable and combustible materials for decoration in public gathering places;
(five) other fire hazards that may seriously threaten public safety.
The temporary closure period shall not exceed thirty days. If the fire hazard is not eliminated within the time limit, it shall not be restricted by the closure period.
Forty-third fire control institutions of public security organs shall, after receiving complaints and reports that endanger fire safety, handle them in time and inform the complainant of the results within ten days.
Forty-fourth encourage and guide theaters, dance halls, shopping malls, hotels, restaurants and other public gathering places and enterprises that produce, store, transport and sell inflammable and explosive goods to actively take out public liability insurance for fire. Forty-fifth people's governments at all levels should strengthen the construction of fire control organizations, and establish various forms of fire control organizations according to the needs of economic and social development to undertake fire prevention, fighting and emergency rescue work.
Forty-sixth people's governments at or above the county level shall establish public security fire brigades or full-time fire brigades in accordance with the standards for the construction of fire stations and the standards for vehicles and equipment provided by the state.
Township people's governments shall, according to the needs of local economic development and fire control work, establish full-time fire brigades or volunteer fire brigades to undertake fire fighting and rescue work.
In addition to the provisions of Article 39 of the Fire Prevention Law of People's Republic of China (PRC), organs, organizations, enterprises, institutions, villagers' committees and residents' committees may establish part-time fire brigades or volunteer fire brigades to carry out mass self-defense and self-help work.
Encourage and support adult citizens to join fire volunteer organizations and carry out fire volunteer activities.
Forty-seventh full-time fire brigade established by the people's governments at all levels, its barracks construction, vehicles, equipment, equipment, players' wages and benefits and other funds should be included in the fiscal budget at the same level; The funds required by other full-time fire brigades shall be guaranteed by the organizing unit.
The establishment of forty-eighth full-time fire brigade shall comply with the relevant provisions of the state, and shall be submitted to the provincial public security organs for acceptance.
The revocation of the full-time fire brigade shall be filed with the fire department of the provincial public security organ.
The duty, fire fighting and training of the full-time fire brigade shall be implemented with reference to the relevant provisions of the public security fire brigade. Article 49 Anyone who finds a fire shall call the police immediately. In case of fire in any unit, it must be put out immediately, and neighboring units should give support. When a fire breaks out in a residential building, the surrounding residents should assist in fighting it out.
The communication department should ensure the smooth communication line of fire alarm.
Fiftieth public security fire brigade and full-time fire brigade should be on duty 24 hours a day. After receiving the fire alarm, they should immediately rush to the scene to carry out fire fighting and rescue.
Article 51 Under the unified command of the local people's government, the public security fire brigade and full-time fire brigade shall participate in the emergency rescue work of the following major disasters and accidents:
(1) Meteorological, geological, earthquake and other natural disasters;
(2) Air crashes, explosions and terrorist attacks;
(3) Mines, water, environmental pollution, nuclear and radiation disasters;
(four) emergency rescue work mainly to save the lives of people, such as dangerous chemicals leakage, road traffic accidents, building collapse, production safety accidents, forest fires and people in distress.
Article 52 Public security fire brigades and full-time fire brigades established by the government shall not charge any fees for fire fighting and emergency rescue.
The people's government at the county level where the fire broke out shall compensate the fuel, fire extinguishing agent, equipment, equipment, etc. It is consumed by the full-time fire brigade and volunteer fire brigade of this unit to put out fires outside this unit.
Fifty-third fire engines (ships) on the way to the fire, traffic controllers should ensure its rapid passage, other vehicles (ships) and personnel must avoid; When necessary, fire engines can use closed or restricted roads and open spaces; In case of emergency, fire rescue personnel can forcibly remove obstacles that hinder the passage of fire engines (boats) or affect fire fighting and rescue operations.
Full-time and part-time fire brigade fire engines are exempt from paying tolls, bridge tolls and tunnel tolls on the way back and forth to perform fire fighting and emergency rescue tasks. Fifty-fourth in violation of the provisions of this Ordinance, one of the following acts, the fire department of the public security organ shall be ordered to stop production and operation, and impose a fine of more than five thousand yuan and fifty thousand yuan:
(1) storing inflammable and explosive dangerous goods or setting up public entertainment places in ancient buildings, memorial buildings, museums, libraries, cultural relics collection units, religious activities places and other buildings;
(two) the use of civil and underground buildings to produce and store flammable and explosive dangerous goods, or the use of underground buildings to sell flammable and explosive dangerous goods;
(three) the construction site is not equipped with fire control facilities and equipment in accordance with the provisions, or the heat preservation and maintenance materials used do not meet the requirements of fire prevention;
(four) after the buildings and structures of automatic fire-fighting facilities are completed or put into use, the fire-fighting technology is not tested according to the regulations;
(five) the electrical equipment in crowded places, inflammable and explosive places, and warehouses where combustible materials are stored fails to carry out fire safety inspection as required.
Article 55 If, in violation of the provisions of these Regulations, a public gathering place is put into use or business without fire safety inspection, or fails to meet the requirements of fire safety after inspection, the fire department of the public security organ shall order it to stop using or suspend business, and impose a fine in accordance with the following provisions:
(a) the construction area of more than ten thousand square meters, a fine of two hundred thousand yuan and three hundred thousand yuan;
(two) the construction area of five thousand square meters and ten thousand square meters, a fine of one hundred thousand yuan and two hundred thousand yuan;
(three) the construction area of less than five thousand square meters, a fine of thirty thousand yuan and one hundred thousand yuan.
Article 56 If a construction project that violates the provisions of these Regulations, such as reconstruction, expansion, interior decoration and change of use, has not been examined and accepted by the fire control design, the fire control institution of the public security organ shall order it to stop construction, stop using or suspend business, and impose a fine of more than 30,000 yuan100,000 yuan; If it is not filed, it shall be ordered to make corrections within a time limit. If no correction is made within the time limit, a fine of 5000 yuan shall be imposed.
Article 57 Anyone who violates the provisions of these Regulations and commits any of the following acts shall be ordered by the fire department of the public security organ to make corrections, and be fined between 50,000 yuan and 100,000 yuan, and the directly responsible person in charge and other directly responsible personnel shall be fined between 500 yuan and 2,000 yuan; Illegal income, confiscate the illegal income; If losses are caused to others, they shall be liable for compensation according to law:
Failing to obtain the corresponding qualification to engage in fire control technical services;
(2) Engaging in fire control technical services beyond the permitted scope without authorization;
(three) do not engage in fire technical services in accordance with the relevant fire technical standards.

Fifty-ninth in violation of the provisions of this Ordinance, one of the following acts, shall be ordered to make corrections within a time limit; If no correction is made within the time limit, the directly responsible person in charge and other directly responsible personnel shall be punished according to law or given a warning:
(1) Failing to perform post fire safety duties or violating fire safety operation rules, which has not caused serious consequences;
(two) special types of personnel did not obtain the corresponding professional qualification certificate according to law.
Article 60 Any staff member of a fire control institution of a public security organ who abuses his power, neglects his duty or engages in malpractices for personal gain in fire control work shall be given administrative sanctions according to law:
(a) fire design and construction projects that do not meet the national technical standards for fire control of construction projects have passed the examination and acceptance;
(two) fire design and construction projects that should be accepted according to law deliberately delay acceptance;
(3) Failing to timely notify the relevant units or individuals to correct the fire hazards;
(4) Designers, construction units, fire-fighting technical service institutions or sales units and brands of fire-fighting products are designated for users by taking advantage of their positions;
(five) the place where fire safety inspection should be carried out is approved for use and business without inspection or inspection does not meet the fire safety conditions;
(six) illegal punishment or compulsory measures;
(seven) complaints that endanger fire safety are not handled in time, causing serious consequences;
(eight) to ask for or accept the property of the inspected unit or individual;
(9) Forcibly apportion various expenses to the inspected unit.
