When the time is ripe, we can consider centralizing the functions of health services and medical insurance that are currently managed separately, and forming a health department (or health committee) to be responsible for the unified management of health services and medical insurance.

All business departments remain relatively independent, taking responsibility under unified decision-making, reducing coordination costs and improving decision-making efficiency. This is conducive to coordinating the supply and demand management of medical services, balancing the relationship between supply and demand, and at the same time, using its own professional advantages, effectively guiding the behavior of supply and demand sides to develop in a reasonable direction. With the technical support of a single department, medical security institutions can intervene in the health service system according to the principle of low cost and high efficiency, and at the same time guide the medical service system to take an appropriate technical route, coordinate all forces to focus on the coordinated development strategy of health and economy and society, track the national health status, and study major health issues, priority areas, intervention priorities and expected results. Within a department, it is also possible to break the division of labor between medical security and health services. The two systems work closely together to control all the risk points of medical security fund payment and medical service operation from the system and policy, and effectively restrain the unreasonable behavior of medical institutions. More importantly, under the unified management of a department, the contradiction between the impulse of medical institutions to generate income and the constraint of medical insurance funds on medical institutions is digested internally, thus achieving an effective balance between meeting the demand for medical services and controlling medical expenses.
