General provisions Article 1 In order to strengthen the safety work of fitness places in this Municipality, prevent and reduce safety accidents, ensure the normal business order of activity places, and ensure the safety of people's lives and property, according to the Sports Law of the People's Republic of China, the Law of People's Republic of China (PRC) on Safety in Production, the Fire Prevention Law of People's Republic of China (PRC), the Regulations on Safety Supervision of Special Equipment and the Law of People's Republic of China (PRC) on Safety in Production. Article 2 The gymnasiums mentioned in these Regulations refer to fitness centers, fitness clubs, fitness clubs, fitness training schools and other places that are open to the public within the administrative area of this Municipality, equipped with collective fitness venues, weight-bearing and aerobic fitness equipment and fitness coaches, and provide fitness services for consumers. Gyms used internally by organs, schools, enterprises and institutions shall be implemented with reference to these regulations. Article 3 The legal representative of a sports venue or the principal responsible person of an unincorporated unit is fully responsible for the safety work of the unit, and as the first responsible person, is responsible for implementing the safety management work of the unit. Article 4 The safety management of gymnasiums shall strictly implement the safety management laws and regulations, establish and improve various safety systems that are suitable for the specific conditions of the unit, and accept the guidance and inspection of the competent department. No unit or individual may neglect safety work with economic interests or other excuses. Article 5 The municipal, district and county sports administrative departments shall be responsible for supervising and inspecting the safety of sports venues within their respective jurisdictions, and guiding and urging the safety management of sports venues. Relevant government departments should do a good job in the safety management of gymnasiums according to their respective responsibilities. Sixth gyms must be audited by the public security fire department and the administrative department of health, and obtain a business license according to law before they can carry out activities. Article 7 The safety management of bath, entertainment, catering and other items attached to gymnasiums shall be implemented in accordance with the safety management standards or safety management norms of relevant industries. Safety of fitness activities Article 8 The clear height of the venue space of a gym shall not be less than 2.6 meters. The floor of the equipment training area is carpet, plastic material or thick wooden platform, and the floor is flat. The floor material of the collective practice area is wooden floor or carpet, and the floor is flat and elastic. Article 9 Fitness equipment in a gym shall meet the requirements of GB 17498, with stable quality, safety, reliability, cleanliness and hygiene. Article 10 The facilities and equipment layout of the gym is reasonable, and the public information symbols used in the gym meet the requirements of GB/T10001.1. Eleventh gym personnel engaged in sports skills teaching and guidance should hold the certificate of sports social instructor. Employees of special types of work specified by the state shall obtain corresponding professional qualification certificates issued by relevant departments. Twelfth gyms should ensure that the fitness services provided meet the requirements of ensuring the personal and property safety of fitness personnel. The name, specific use, description or chart of the equipment shall be attached to the eye-catching position of the equipment. For equipment and facilities that are improperly used, are likely to cause equipment damage or may endanger personal and property safety, they should be given a true explanation and a clear warning, and the correct use method should be explained to prevent harm. Thirteenth gym managers should regularly check the venues, facilities and equipment to ensure that they meet the safety requirements. Fourteenth gym managers have the right to prohibit alcoholics and patients from participating in fitness activities and smoking in non-smoking areas. Fifteenth gym activities shall not exceed the approved number of people, and the per capita activity area on the ground shall not be less than 3 square meters per person; Underground (semi-underground) per capita activity area is not less than 4 square meters/person, and restrictive measures should be taken to reach the approved number. Article 16 The ancillary facilities of the gym: (1) There are dressing rooms for men and women, lockable wardrobes or special storage boxes; (2) Having broadcasting equipment. Public Health and Safety Article 17 Gyms shall strictly implement the requirements of the State Council's Regulations on Hygiene Management in Public Places, Hygienic Standards for Gyms and GB 9668, obtain a Hygienic Certificate, and designate a person to be responsible for implementing the public health management system of their own units. Article 23 A gym shall set up a safety management organization according to law, and be equipped with full-time (part-time) safety management personnel and security guards. Every 100 people engaged in fitness activities shall be equipped with at least 1 full-time (part-time) security guards (if there are less than 100 people, it shall be counted as 100 people). Article 24 The responsibilities of the public security organs of stadiums and gymnasiums are as follows: (1) To formulate and improve various public security work systems of their own units and implement public security preventive measures. Article 25 The construction, construction and interior decoration of a gymnasium shall conform to GB 50222 Code for Fire Protection Design of Interior Decoration of Buildings and Relevant Provisions on Fire Protection Management of Interior Decoration of Buildings. Twenty-sixth gyms are not allowed to be set on the second floor or below. Article 27 The number, evacuation width and distance of safety exits of gymnasiums shall conform to the provisions of the relevant national code for fire protection design of buildings. Rolling doors, revolving doors, hanging doors and sliding doors shall not be used, and curtains, screens and other obstacles affecting evacuation shall not be set at the door. The minimum clear width of evacuation exits and evacuation walkways shall not be less than1.40m; Steps shall not be set inside or outside the evacuation exit door within the range of1.40m. During use, the exit and evacuation passage must be unblocked, and it is forbidden to lock or block the exit. Article 28 The exit, evacuation passage and stairwell of a gymnasium shall be provided with standard light evacuation indication signs, which shall be set at the top of doors, evacuation passages and walls below the ground 1m at the corner, and the standard shall be obviously continuous, and the spacing shall not be more than 20m. Emergency lighting for evacuation, the minimum ground illumination is not less than 0.5Lx, and the lighting power supply time is not less than 20min. Article 29 The laying of electrical lines and the installation of electrical equipment in gymnasiums must meet the requirements of the state and this Municipality on electrical installation technology. The installation and laying shall be carried out by professionals, and temporary electrical lines shall not be connected. Thirtieth gymnasiums are forbidden to use electricity, gas welding and other open flame operations during the opening period. If hot work is really necessary under special circumstances such as equipment maintenance, it shall be approved by the person in charge of fire safety or the fire safety administrator of the unit, and strict preventive measures shall be taken to prohibit smoking and naked fire to ensure the safety of fire use. Thirty-first gyms should be equipped with fire-fighting equipment in accordance with the Code for Design of Fire Extinguishers in Buildings. Article 32 If a gymnasium needs to be equipped with fire control facilities and equipment such as automatic fire alarm, automatic sprinkler system, fire hydrant and escape equipment in accordance with the national technical standards for fire control of engineering buildings, it shall be equipped and equipped in accordance with the regulations. The configured fire-fighting facilities, equipment and safety fire-fighting signs shall be inspected and maintained regularly to ensure that the fire-fighting facilities, equipment and signs are in good condition and effective.
