1. Article 3 is amended as: "Sports competitions should follow the principles of people-oriented, fairness and justice, safety and order, frugality and efficiency, adhere to the combination of government supervision and industry self-discipline, implement classified management, strengthen supervision during and after the event, and ensure the safety of competition activities."

3. Article 6 is renumbered as Article 5, and the first paragraph is amended as: "People's governments at or above the county level shall strengthen the organization and leadership of sports competition management, establish a working mechanism for the government to purchase public sports services, and urge relevant departments to perform relevant duties according to law."

4. Article 7 is changed to Article 6 and amended as: "The sports administrative department of the people's government at or above the county level is responsible for the organization, supervision and management of sports competitions.

"The public security organs of the people's governments at or above the county level shall be responsible for maintaining and ensuring public security and traffic order in sports competitions.

"The transportation departments of the people's governments at or above the county level shall be responsible for organizing, coordinating and supporting the transportation security of sports competitions.

"The health department of the people's government at or above the county level shall be responsible for organizing and coordinating the medical and health security work of sports competitions and guiding the epidemic prevention work of sports competitions.

"The emergency management department of the people's government at or above the county level shall be responsible for guiding the emergency handling of sports competitions.

"Education, industry and information technology, civil affairs, finance, natural resources, housing and urban construction, culture and tourism, foreign affairs, market supervision and management, big data, urban management, meteorology and other departments of the people's governments at or above the county level shall, according to their respective functions and duties, do a good job in the relevant guarantee work of sports competitions.

"Encourage trade unions, the Communist Youth League, women's federations, disabled persons' federations and other organizations to participate in the service guarantee of sports competitions."

5. Encourage and support individual sports associations to organize provincial or regional club leagues for sports with high social visibility and great market potential.

"People's governments at or above the county level should actively optimize the policy environment for the development of social sports activities, vigorously develop social sports organizations, strengthen the construction of sports federations at all levels, improve the working mechanism, and encourage mass sports competitions."

7. One article is added as Article 9: "An organization or individual who initiates a sports competition (hereinafter referred to as the organizer), a person who undertakes the preparation and implementation of the sports competition (hereinafter referred to as the organizer) and a person who provides professional guidance or material and human support for the sports competition and assists in organizing the sports competition (hereinafter referred to as the co-organizer) shall agree on the following matters through a written agreement:

"(a) the specific division of labor in sports competitions;

"(two) the safety responsibility of sports competitions;

"(3) Income distribution and risk sharing in sports competitions;

"(four) the right to broadcast sports competitions and the ownership of rights and interests such as logos, pictures and videos;

"(5) Other matters that need to be agreed."

8. Article 8 is renumbered as Article 10 and amended as: "Organizing sports competitions shall comply with the following provisions:

"(1) Holding international and national sports competitions, holding sports competitions such as fitness qigong, air sports and mountaineering, and holding sports competitions by overseas non-governmental organizations in this province shall be handled in accordance with state regulations;

"(2) Holding the Shandong Provincial Games and the Shandong Provincial Games for the Disabled shall be approved by the municipal people's government with districts in accordance with regulations;

"(3) provincial sports competitions jointly or independently sponsored by various industries, including Shandong National Fitness Games, Old People's Games, traditional sports games of ethnic minorities, university sports games, middle school sports games, school sports leagues of the whole province, etc. , by the applicant to the provincial people's government sports, ethnic, education and other relevant departments for the record;

"(four) held in the province's individual sports competitions, by the provincial individual sports associations or sports project management units to the provincial people's government sports authorities for the record;

"(five) in the districts of the city, county (city, district), town, street held a regional sports competition, the organizer or organizer shall file with the sports administrative department of the people's government at or above the county level.

"Major sports events that need to be coordinated by the people's government at a higher level or relevant departments shall be reported to the people's government at a higher level or relevant departments for approval in advance."

9. Article 11 is amended as: "To hold a sports competition, the following conditions shall be met:

"(1) Infrastructure such as reception, transportation, communication and security to meet the needs of the Universiade;

"(2) Sites, sites, equipment and facilities that meet the requirements of safety, medical treatment, fire control, meteorology and emergency rescue;

"(three) there are competition organizations, management, referees and professional and technical personnel suitable for the category and scale of the competition;

"(4) Having a competition organization plan, a safety risk prevention and control plan, an epidemic prevention and control plan and an emergency plan suitable for the competition category and scale;

"(five) to set up a special radio management organization for large-scale sports competitions, responsible for the control of radio wave order in local areas of the competition.

"Without the record or consent of the relevant sports authorities of the provincial people's government, no organization or individual may use the words' Shandong',' Qilu',' the whole province' or similar meanings in the names of sports competitions."

10. One article is added as Article 12: "Organizers and contractors shall strengthen the safety management of sports competitions and maintain the order of the stadium according to law.

"Participants, referees, volunteers, spectators and staff of sports competitions should perform their obligations of running, participating and watching the competition in good faith, safely and orderly, and * * * maintain the order of the stadium."

13. One article is added as Article 16: "The sports administrative department of the people's government at or above the county level shall carry out or entrust a third party agency to evaluate the safety risks of sports competitions.

"Encourage social forces to conduct safety risk assessment on sports competitions they host or undertake."

14. One article is added as Article 18: "The sports administrative department of the provincial people's government shall establish a credit system for sports competitions, and impose credit constraints and joint punishment on illegal acts in sports competitions according to law."

15. One article is added as Article 19: "The sports administrative department of the people's government at or above the county level shall strengthen the supervision and management of sports competitions, and deal with acts violating the laws, regulations and rules of sports competitions according to law."

16. One article is added as Article 20: "If the sports administrative department of the people's government at or above the county level and other relevant departments and their staff fail to perform their duties according to law, or abuse their powers, neglect their duties or engage in malpractices for selfish ends in sports competitions, the directly responsible person in charge and other responsible personnel shall be punished according to law."

17. Delete Articles 4, 5, 9, 10, 12, 13, 14, 16, 18, 20, 21 and 22.
