The term "public swimming pool" as mentioned in these Measures refers to all kinds of indoor and outdoor artificial swimming pools and swimming pools (hereinafter referred to as artificial swimming pools) open to the public, as well as natural swimming pools (hereinafter referred to as natural swimming pools) located in open waters such as rivers, lakes and oceans.
Public swimming places are divided into public swimming places and commercial swimming places. Article 3 The sports administrative department of the people's government at or above the county level shall be responsible for the supervision and management of public swimming places within their respective administrative areas.
The relevant administrative departments of health, public security, industry and commerce, price and safety supervision of the people's governments at or above the county level shall, in accordance with their respective duties, supervise and manage public swimming places according to law. Article 4 People's governments at or above the county level shall support the construction of public swimming places in ethnic minority areas, remote and poor areas and rural areas.
The funds for the construction, maintenance and management of public swimming places organized by people's governments at all levels shall be incorporated into the capital construction investment plan and financial budget of the people's governments at the corresponding levels according to law. Fifth encourage enterprises, institutions, social organizations and individuals and other social forces to raise funds to run swimming places.
Encourage institutions, schools and other units to open swimming places to the public. Chapter II Construction and Opening-up Article 6 The new construction, reconstruction and expansion of public swimming places shall conform to the national standards on the construction, sanitation and environmental protection of public swimming places. Article 7 An artificial swimming place shall meet the following conditions:
(1) The air quality, water quality and environmental sanitation meet the national standards;
(two) set up emergency room, dressing room, shower room, public toilet, clothes storage cabinet, pool water disinfection equipment and foot bath disinfection pool;
(3) There are obvious warning signs or isolation zones in the deep and shallow waters of the swimming pool, and the water depth in the shallow waters should not exceed1.2m; The depth of children's swimming pool should not exceed 0.8 meters;
(four) the swimming pool with a water surface area of less than 250 square meters shall be provided with at least two life-saving observation platforms; For swimming pools with a water surface area of 250 square meters or more, 1 life-saving observation platform will be added for every increase of 250 square meters or less. The height of the lifesaving observation platform shall not be less than1.5m;
(five) the swimming pool with a water surface area of less than 500 square meters shall be provided with at least two escalators for entering and leaving the pool; Swimming pools with a water surface area of more than 500 square meters shall be equipped with at least 4 escalators;
(6) Equipped with life-saving equipment that can be effectively used;
(seven) the swimming pool surface illumination should meet the national standards. The swimming pool must have sufficient emergency lighting facilities when it is open at night;
(eight) equipped with broadcasting facilities, safety warning signs, water quality test results and water temperature bulletin boards;
(nine) other conditions that should be met in accordance with national standards.
Newly built, rebuilt and expanded artificial swimming places are open to the outside world, and facilities and equipment for circulating purification and disinfection of pool water shall be installed. Article 8 To establish a natural swimming place, the following conditions shall be met:
(a) the water quality conforms to the provisions of national standards;
(two) set up a clear safety net and safety warning signs in the enclosure area. Set buoys with different colors and bright colors on the water surface according to a certain water depth range, and there are notices to explain the water depth range they represent;
(three) set up emergency room, dressing room, shower room, public toilet, clothes storage cabinet, monitoring (command) desk, communication facilities and broadcasting facilities;
(four) the allocation of lifeboats (boats) and other life-saving equipment suitable for swimming places;
(5) There are bulletin boards for weather forecast and water quality test results.
Drinking water source protection areas, schistosomiasis endemic areas, industrial and mining enterprises within the health protection distance or areas where snails lurk may not open up natural swimming places. Article 9 To apply for operating public swimming places, an applicant shall apply to the sports administrative department of the local people's government at or above the county level for a business license for high-risk sports, and submit the following application materials:
(1) application. The application shall include the name and domicile of the applicant, the high-risk sports to be operated, the name, address and business place of the business organization to be established, etc.
(2) the qualification certificate of the applicant or the identity certificate of a natural person;
(three) proof of ownership or use right of sports venues;
(4) Explanations that the sports facilities meet the relevant national standards;
(5) Certificates and photocopies of social sports instructors (swimmers) and lifeguards uniformly printed by Ministry of Human Resources and Social Security; Qualification certificate and photocopy of water quality administrator;
(six) written materials of safety system and measures;
(seven) other materials as prescribed by laws and regulations. Article 10 The sports administrative department of the people's government at or above the county level shall, within 30 days from the date of accepting the application for the operation of public swimming places, check the written materials with the actual situation and make a decision on approval or disapproval. If it is approved, it shall issue a business license for high-risk sports; If it is not approved, it shall notify the applicant in writing and explain the reasons.
