Grass-roots trade unions can distribute holiday condolences to all members on holidays. Holidays refer to statutory holidays stipulated by the state (namely, New Year's Day, Spring Festival, Tomb-Sweeping Day, Labor Day, Dragon Boat Festival, Mid-Autumn Festival and National Day) and national holidays approved by the people's governments at or above the autonomous region.

In principle, holiday condolences are items that meet the traditional holiday habits and the daily necessities of employees in China, and grass-roots trade unions can adopt convenient and flexible distribution methods in light of actual conditions.

On the birthdays of trade union members, solatium can give out physical objects, such as birthday cakes, or cake coupons for designated cake shops. Members can give a certain amount of solatium when they get married and have children. When a trade union member is hospitalized or dies, a certain amount of solatium can be given. A certain number of souvenirs can be distributed after retirement.

Trade union funds can be used for subsidies for improving the quality of workers organized by grass-roots trade unions, awards for outstanding students in workers' education and training, awards for winners of cultural and sports activities organized by grass-roots trade unions, subsidies for the treatment and rest of model workers and advanced workers, and expenditures incurred in providing financial and material assistance to workers in need.

Extended Information Article 76 of the Labor Law of People's Republic of China (PRC) stipulates that the employer shall create conditions to improve the collective welfare and the welfare treatment of workers. Although the Regulations on the Management of Trade Union Funds Revenue and Expenditure clearly stipulates that trade union funds can be used for the distribution of members' benefits, it is only the benefits given by trade unions to members, not all the benefits of employees, and cannot replace the responsibilities of employers.

Except as stipulated by national laws, the welfare of enterprise employees is generally provided voluntarily by the employer, and is agreed in the labor contract or collective contract through consultation between the employer and the employees.
