It depends on local laws and regulations. For example, the Beijing Municipal Administration of Industry and Commerce has formulated the Code of Conduct for Consumer Prepaid Service Transaction Contracts in Beijing, which clearly stipulates that:
Article 18 An operator shall not set a valid period for registering stored value or measuring prepaid business.
The validity period of bearer stored value or measurement prepaid service shall not be less than three years;
After the expiration of the validity period, if the consumer still has the remaining consumption amount or consumption times, the operator shall provide supporting measures such as activation and card replacement.
The Regulations on the Protection of Consumers' Rights and Interests in Jiangsu Province stipulates that if an operator issues a single-purpose prepaid card (including other advance receipts), the limit of a single registered card shall not exceed 5,000 yuan, and the limit of a single bearer card shall not exceed 1000 yuan. Among them, individual industrial and commercial households need to issue single-use prepaid cards, and the limit of one page does not exceed 1000 yuan. Prepaid cards may not have an expiration date.
Other regions can also find similar local regulations on their own. If you really can't find it, you can call the local Consumers Association and the Industrial and Commercial Bureau to inquire, because the consumption problem of prepaid cards is very common, and law enforcement departments will provide professional guidance for such incidents.
After finding the legal basis and the department that can complain, you can inform the law in advance of the illegal behavior of the business and the consequences of not operating according to law, and negotiate with the business, because the business is afraid of the administrative punishment of industrial and commercial administration, it will generally give free activation and extension.
If negotiation fails, you can report complaints to the Industrial and Commercial Bureau and the Consumers Association.
