The Tenth Five-Year Plan period is a period for Tianjin to move from building a well-off society with high quality in an all-round way to building a socialist modern metropolis, and it is also a crucial period for Tianjin to build a strong sports city. In order to gather the wisdom of domestic experts in the field of national fitness and health promotion, point out the direction and build a framework, and provide cutting-edge guidance and guarantee for promoting the high-level development of national fitness and mass sports in Tianjin in the new cycle. Although China's sports reform and development has made a series of remarkable achievements, the problem of insufficient imbalance in sports development is still outstanding, the task of reform in key areas and key links is still arduous, and the ability of sports innovation has not adapted to the requirements of high-quality development. National fitness service cannot effectively meet people's needs for a better life. The system and mechanism of competitive sports are incompatible with economic and social development, and problems such as unbalanced sports development and weak core competitiveness still exist. The effective supply of sports products and services is insufficient, and the sports consumption potential is not fully released. The existence of these problems urgently requires better planning and solution during the 14 th Five-Year Plan period.
Tianjin will create a new multi-governance model of national fitness, further accelerate the transformation of government functions, fully mobilize social forces, and build a new pattern of national fitness led by the government, coordinated by departments, boosted by the market and guaranteed by laws and regulations. Vigorously strengthen the construction of national fitness facilities, promote the upgrading of community (village) fitness facilities, and build a number of multi-functional sports fields, intelligent sports fields and other facilities.
By making plans, establishing mechanisms, conserving the environment and other measures, around the goal of building a "sports capital", we will increase policy incentives and publicity, fully mobilize the resources of the whole society to improve sports facilities, create a distinctive sports exhibition brand, and attract more sports enterprises and sports industries to settle in.
