The planned renovation of old residential areas is mainly distributed in Beiba, Xi Mo Chi, Xing 'an, Tuchengmen, Longwangmiao and Sifangjing communities, involving 8052 households with 364 buildings, with a renovation area of 736,750 yuan and an estimated total investment of 450.3 million yuan. The renovation will be based on the principle of "people-oriented, highlighting key points, adapting measures to local conditions, making precise policies, participating in various ways, giving priority to protection, inheriting history, synchronous governance and long-term management", and the old community will be comprehensively renovated and upgraded to become a "six-owned" livable community with complete facilities, clean environment, supporting facilities and services and long-term management.
The transformation will be based on the principle of "one district, one policy and one case", and each transformation point will focus on the implementation of "four governance, six reforms and ten upgrades" according to the transformation contents of basic, perfect and upgrading categories. The four basic renovations include fire hazard renovation, dangerous building renovation, illegal construction renovation and environmental sanitation renovation. The six basic reforms include the transformation of power facilities, water supply and drainage pipe networks, natural gas facilities, weak current pipelines, damaged roads and ancillary facilities, and lighting facilities. The top ten comprehensive improvements include upgrading green landscape, updating security facilities and equipment, standardizing parking management, improving sports and fitness facilities, upgrading the building environment, upgrading public management rooms, adding convenience facilities, setting up cultural facilities, supporting the installation of elevators, and improving the level of governance.
The "Proposal" mentioned that if residents want to install elevators in this renovation, the funds need to be raised by residents themselves. After the elevator installation is completed, the county housing and construction bureau and the county housing management bureau are responsible for applying to the province for installing elevators to give special subsidies.
