Regulations of Chengdu Municipality on the Administration of Public Security
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Regulations of the People's Republic of China on Administrative Penalties for Public Security and other relevant laws and regulations, and in the light of the actual situation in Chengdu, with a view to strengthening the administration of public security, maintaining social order and safeguarding the safety of public places and the legitimate rights and interests of citizens. Article 2 These Regulations shall apply to the following public places within the administrative area of this Municipality:

(a) resorts, theaters, video halls (rooms), concert halls, folk art halls, dance halls (fields), karaoke halls, recreation rooms, chess rooms, billiards rooms, playgrounds, electronic game rooms and other public places of entertainment;

(2) Public sports venues such as stadiums, swimming pools, skating rinks, racecourses, gymnasiums, bowling alleys, golf courses and shooting ranges;

(three) hot pot restaurants, cafes, bars, oxygen bars, beauty salons, saunas, teahouses (buildings, squares) and other public catering service places;

(four) clubs, cultural palaces (museums), youth palaces and other public cultural places;

(five) scenic spots, parks and other public places to visit;

(six) bus stations, docks, railway stations and civil airports and other squares;

(seven) trade fairs, labor services, talents, securities and other trading markets;

(8) Holding temple fairs, mountain markets and other places;

(9) Places where flowers, lanterns and large-scale ordering meetings, exhibitions (trade fairs), trade fairs, sports competitions, cultural performances and other activities are held (including outdoor film and television drama shooting places);

(ten) the professional market for selling or renting books, periodicals, audio-visual products and electronic publications;

(eleven) other public places that should be included in the administration of public security as stipulated by laws and regulations or decided by the Municipal People's Government.

These Regulations shall apply to the administration of public security in public places operated by units internally and externally as stipulated in the preceding paragraph.

Public security management of hotel industry shall be implemented in accordance with relevant regulations. Third city and district (city) county public security organs are the competent authorities of public security management in this Municipality.

Industrial and commercial administration, culture, sports, press and publication, environmental protection, health, transportation, radio and television, urban construction and urban management departments. They shall cooperate with the public security organs to implement these regulations in accordance with their respective responsibilities. Article 4 Citizens shall abide by laws, regulations and rules in public places.

Citizens reporting illegal and criminal acts in public places are protected by law. Chapter II Administration of Public Security Article 5 The daily administration of public security in public places shall be the responsibility of the police station. Sixth public security personnel in the management of public security, should take the initiative to show their certificates.

Personnel in public places shall not refuse or obstruct public security personnel from performing official duties according to law.

When a public security organ discovers a potential safety hazard in a public place, it shall promptly put forward rectification suggestions to the legal representative and principal responsible person of the public place. If the hidden danger is serious, it shall be ordered to make corrections on the spot or within a time limit. Seventh public places must meet the following safety requirements:

(a) the buildings and facilities meet the relevant safety technical specifications, and the entrances, exits and evacuation passages are clearly marked and meet the safety requirements;

(2) The setting of fire control facilities conforms to the provisions of relevant fire control laws, regulations and rules;

(three) there are enough lighting equipment and emergency facilities to deal with sudden power failure, and the electrical equipment meets the safety standards;

(four) water sports venues must be equipped with ambulance facilities and qualified ambulance personnel;

(five) ticket office, accounting room, computer room, garage, studio, power distribution room, boiler room, warehouse, valuables storage room, storage room, etc. , in accordance with the provisions of the configuration of security technology prevention facilities;

(six) other laws, regulations and rules on the safety conditions of public places. Article 8 Anyone who applies for opening the public places listed in Items (1), (2) and (3) of Paragraph 1 of Article 2 of these Regulations and meets the conditions as prescribed in Article 7 shall submit an application for permission to the local public security organ at or above the county level with the relevant approval documents, and after passing the examination by the public security organ, he shall be issued a Public Security Management Permit.

Where the business premises listed in the preceding paragraph are closed down, closed down, transferred to other jobs, relocated, renamed or added with business items, or the legal representative is changed, it shall go through the cancellation or change procedures with the original issuing public security organ within 30 days from the date of the above-mentioned events. The "Public Security Management License" shall be examined once a year. Article 9 In case of any of the contents listed in Item (9) of Paragraph 1 of Article 2 of these Regulations, the organizer or organizer shall apply to the Municipal Public Security Bureau for safety review on the basis of the safety work plan and the safety responsibility book of the place where the event is held 15 days ago. The Municipal Public Security Bureau shall make a written decision on approval or disapproval within seven days after receiving the application, and notify the organizer or organizer. Failure to notify within the time limit shall be deemed as consent.

The organizer or organizer of the approved activity shall cooperate with the public security organs to do a good job in security. Article 10 Managers or operators of public places shall abide by the following provisions:

(1) When electrical equipment is temporarily added, corresponding safety measures should be taken;

(2) Places with limited personnel shall not be overcrowded;

(3) Safety facilities such as guardrails should be set up on dangerous sections and parts;

(four) the area where tourists, customers and spectators are forbidden to enter should be clearly marked;

(five) the sound level of audio equipment must meet the allowable standards of environmental noise in the region.
