All localities and departments should, in accordance with the principles of legality, rationality, efficiency, responsibility, supervision and clean government, carefully compare the existing administrative examination and approval items and their setting basis with the newly promulgated or adjusted laws and regulations of the state, put forward opinions on cancellation or adjustment, and announce them to the public after approval by the government at the same level. Standardized administrative licensing matters established according to law shall be handled in accordance with legal procedures. The clean-up of non-administrative licensing examination and approval items is put forward by various departments and cities and counties (cities, districts) on the basis of rationalizing the examination and approval responsibilities of departments, merging cross-examination and approval items, and distinguishing administrative service items item by item. The non-administrative licensing examination and approval items to be retained shall be announced to the public after being examined and approved by the government at the corresponding level.

(two) the implementation of the administrative examination and approval items that have been cancelled, adjusted and retained. All localities and departments should adhere to the principle of "simultaneous reduction and release, decentralization according to law, consistency of powers and responsibilities, and improvement of efficiency" and conduct a comprehensive docking of decentralization matters. Counties (cities, districts) should pay close attention to formulating corresponding supporting policies and management systems. For the examination and approval of decentralization, all departments should enter the administrative service center, and those who have not entered the center should create conditions to enter the center to ensure the standardized and efficient operation of decentralization authority. We will further promote the reform of expanding power and strengthening counties, further decentralize administrative examination and approval items according to law, effectively reduce examination and approval links, improve work efficiency, improve service levels, reduce administrative costs, and facilitate the masses to handle affairs.

(six) to speed up the integration and centralized reform of administrative examination and approval functions within county-level administrative organs. Counties (cities, districts) should sort out the administrative functions and related examination and approval items in accordance with the principle of separation of examination and supervision, convergence from top to bottom and smooth operation, concentrate the examination and approval functions in an internal organization, and incorporate the examination and approval items into the administrative service center for handling and supervision. Counties (cities, districts) should pay close attention to the study and formulation of the work plan for the centralized reform of the internal administrative examination and approval functions of administrative organs, clarify the work objectives, work priorities and safeguard measures, strictly grasp the work standards and progress, and ensure that the reform work is completed within this year. On the basis of active pilot, municipal departments should intensify their work and speed up the progress. Provincial departments should actively support the merger reform of examination and approval functions of cities and counties (cities, districts), and give timely reply to the reported reform plan.
