Adhere to treating both the symptoms and root causes, comprehensive management, punishment and prevention, pay close attention to the work style construction of the student union, focus on rectifying the atmosphere, and actively build a system for punishing and preventing corruption. The college's anti-corruption construction shows a good trend.
I. Main work carried out since this year
(A) in-depth study and practice of Scientific Outlook on Development, anti-corruption education has achieved practical results. We put education in a prominent position, grasping the depth, detail and reality. Around the 60th anniversary of the founding of New China, taking the opportunity of studying and practicing Scientific Outlook on Development activities as the primary task, we organized party member students to study the Party's innovative theory, especially Scientific Outlook on Development's major strategic thoughts, learn a series of important expositions of President Hu on strengthening anti-corruption and building a clean government under the new situation and the core values of contemporary college students, and guide college students party member to adhere to the fundamental principles and systems of the Party's leadership, laying a solid ideological and political foundation for holding high the banner, listening to the Party's command and fulfilling his mission. Party discipline and regulations such as "Regulations on Inner-Party Supervision" and "Regulations on Disciplinary Actions of China Communist Party" will be incorporated into the annual political education, party class education and party member training plan of all kinds of students, which will further enhance party member's consciousness and initiative in learning, knowing and using laws and regulations, and form a good situation for party discipline and regulations to guide work and standardize words and deeds. Taking the Textbook of the Party Course of Integrity compiled and distributed by us as the basic textbook, we will carry out the party course education with ideals and beliefs, the party's purpose and party discipline and rules as the main contents, and pay attention to three party courses. Namely: special lectures at the beginning of the year, random lectures every month, and discipline inspection departments combine opportunities to teach. Focusing on students' union, focusing on fundamental issues such as "how to use people, how to spend money, and how to manage one's head", we will carry out in-depth education on party style and party discipline with correct views on power, status, and interests as the main contents, so that the idea of clean government can guide the operation of power, ensure the prevention and containment of power abuse from the source, and effectively promote leading cadres at all levels to use power correctly and be honest in politics. Timely carry out "three ones" warning education (visit the photo exhibition of anti-corruption education, watch warning education films and analyze typical cases), and focus on educating student union cadres to be "clean and white". In other words, it is not only the inherent requirement of anti-corruption construction, but also the necessary condition for being an official. It is understood that losing the right of supervision is the fundamental reason for violating discipline and law, and consciously accepting supervision is the concern and love for party member. Continue to deepen the culture of clean government on campus, extensively carry out the activity of "reading for honesty", guide student party member to form a good habit of "reading more, thinking for honesty and being diligent for honesty", and strive to create a good habit of being proud of honesty and ashamed of greed.

We have formulated the "Regulations on Strengthening Supervision", taking some power departments as the key targets of supervision, and taking important matters such as the selection and appointment of student cadres, the use of funds, the procurement of office materials, and the handling of some sensitive affairs as the key links of supervision. Make full use of inner-party supervision, functional supervision and mass supervision to effectively supervise the operation of power. Strengthen the supervision of superiors to subordinates, give play to the supervisory role of personnel, discipline inspection, finance, auditing and other functional departments, inspect and supervise the implementation of democratic centralism, democratic life meetings, double-organization life meetings, student cadres' performance of duties and compliance with rules and discipline, and constantly standardize the behavior of student cadres' use of rights. This year, we should continue to take rectifying unhealthy tendencies as a basic project and pay close attention to it. The first is to prevent the living link. This year's prevention work, the key link, in case of major issues such as material procurement, should review the approval, budget and catalogue of the operation plan in advance to prevent fraud and false reporting; For hot and sensitive issues such as the promotion and use of student cadres and the selection of advanced figures, relevant standards, conditions and quotas should be made public in advance to expand grassroots democracy, expand mass supervision and prevent black-box operations; Do a good job in education, clear responsibilities, strict discipline, and prevent abuse of power for personal gain; For the use of large amounts of funds, there must be plans, standards and supervision in advance, and we must prevent extravagance and waste, squandering public funds and other unhealthy trends such as exceeding the budget and exceeding the standard. Focus on the outstanding problems that some students strongly reflect and seriously affect the construction of the college, such as deceiving the upper and deceiving the lower, reporting good news but not worrying, practicing fraud, treating guests and giving gifts, catching shadows, etc., suit the remedy to the case, do a good job of rectification, and guide students to tell the truth, do honest things and be honest people. The third is strict discipline and cultivation. Anti-corruption construction has achieved certain results, but there are also some problems that cannot be ignored. First, the role of "one post and two responsibilities" is not obvious enough. A few units and individuals don't know enough about anti-corruption construction, and they don't correct the relationship and position of "one post and two responsibilities", which leads to the problem of priorities in work and tasks. There are also some units that ignore the organizational construction of the Commission for Discipline Inspection. Due to job transfer, job transfer and other reasons, job vacancies cannot be filled, resulting in the phenomenon of "empty posts". Second, the construction of school spirit needs to be further strengthened. Some units did not manage the "three chaos" well enough, which led to the rise of "disorderly accusation" and "false accusation". This year, various units have problems with discipline inspection and letters and visits to varying degrees, and * * * received X letters, of which * was not true. Third, the implementation of laws and regulations is not in place. Some units do not seriously study and implement the relevant systems for building a clean and honest government, and regard laws and regulations as "furnishings". Some units found problems and did not report them in time according to the regulations. Instead, they tried their best to hide them, buck passing, and roll with the punches, resulting in intensified contradictions and even serious problems. Fourth, there is still a gap in the quality and ability of the backbone of discipline inspection cadres. Part-time discipline inspection cadres at the grassroots level flow quickly, and there are many novice discipline inspection team leaders, members of the Party branch discipline inspection commission, and party style information supervisors. They lack systematic business training mechanism, systematic study of party discipline and rules, ignorance of laws and regulations, and will not carry out their work, resulting in slow improvement of business ability and low work level.
