According to the Food Safety Law, the Measures for the Administration of Import and Export Food Safety and other laws and regulations, the health food imported for the first time shall be registered by the food and drug administration of the State Council, and the health food supplemented with vitamins, minerals and other nutrients imported for the first time shall be reported to the food and drug administration of the State Council for the record. At the same time, it is also required that imported health foods should be products that are allowed to be marketed in exporting countries. There are two main ways and requirements for enterprises to import foreign health food:
One is to import health food by general trade. Enterprises or individuals shall provide the health food registration certificate or health food filing certificate registered in the food and drug supervision and administration department at the time of import declaration to ensure that health food conforms to Chinese laws and regulations and national food safety standards. This year's new version of "Measures for the Safety Management of Import and Export Food in People's Republic of China (PRC)" and "Regulations on the Registration Management of Overseas Production Enterprises of Imported Food in People's Republic of China (PRC)" also require that the Chinese labels of imported health food must be printed on the minimum sales package and not affixed. At the same time, the registration number in China or the registration number approved by the competent department of the country (region) shall be marked on the inner and outer packaging of food.
The second is to import health food by means of cross-border e-commerce. Cross-border e-commerce import refers to the import mode in which domestic consumers purchase overseas goods through cross-border e-commerce platforms and transport them into the country through the mode of "online bonded import" or "direct purchase import". In this way, the goods are delivered directly from overseas or special customs supervision areas, and the customs supervises such health foods according to the articles imported for their own use. Because it belongs to self-use, this kind of imported health food only needs to meet the requirements of quality, safety, labeling and other standards or technical specifications of the country of origin, and does not need to meet the relevant standards of China. When purchasing, consumers must carefully check the Chinese electronic label of products, pay attention to distinguish product types and specific functions, and avoid the health food they choose that is not suitable for their own needs.
