Therefore, we should give full play to the leading and regulating role of the rule of law, and constantly improve the efficiency of administrative management, improve the community service system, enhance the autonomy of community residents, and enrich the forms and ways for all kinds of community subjects to participate in community governance by rationalizing the community system, transforming government functions, integrating community resources, and expanding social coordination and mass participation. Realize clear government functions, scientific and reasonable community governance system, give full play to the autonomy function of community neighborhood committees, comprehensively improve the cultivation and supervision system of social organizations, enrich and diversify the ways for residents to participate in community governance, and form a good situation and governance model that organically combines good party and government governance, residents' autonomy, social governance and strict rule of law.
First, it is necessary to clarify the main body of governance and promote the diversification of community governance. Clarify all kinds of community governance subjects according to law, straighten out the working relationship, and establish a modern community governance structure and community organization structure with community comprehensive party organizations as the core, community neighborhood committees as the foundation, community workstations as the platform, community service centers as the support, community social organizations as the supplement, close cooperation with resident units, and extensive participation of community residents.
The second is to clarify the job responsibilities and promote the standardization of community work. Comprehensively clean up the cancellation and transfer of work items, cancel the inspection, appraisal and temporary institutions, standardize the certification of community seals, effectively reduce the burden of community work, and realize the organic combination of "slimming and reducing the burden" of community work and enhancing the autonomy function of community neighborhood committees. Make a list of all kinds of community work, establish an access system for community administrative affairs, and promote the standardization and institutionalization of community work.
Third, we should strengthen organizational leadership and promote the establishment of community governance. Efforts will be made to build a "compartmentalized, resource-sharing, complementary advantages and * * * co-construction" community construction pattern, and give full play to the role of comprehensive community party organizations in "serving the masses, rallying people's hearts, optimizing management and maintaining stability". Optimize the community "grid" management mode, strengthen the construction of public information resource database, grid information officer, social management work network, community comprehensive information collection system, decision analysis support system and community public service comprehensive information platform, integrate various information systems and resources, break through the "information barriers" of various departments, build a unified community information platform, innovate community management methods, improve community service level, and meet the growing public demand of community residents.
Eight, to two-way assessment, promote the openness of community work. Constantly enrich the content of grass-roots autonomy, satisfy the people's right to know, participate and supervise, actively promote the openness of community affairs, gradually streamline the "top-down" evaluation, and try to carry out the "bottom-up" evaluation. Promote the two-way interaction among functional departments, street offices and communities, and explore the establishment of a two-way evaluation mechanism among functional departments, streets and communities on the basis of comprehensively promoting the openness of community affairs and integrating various evaluation projects.
