Is it illegal to carry offline video?
It is not illegal to carry offline videos. Non-profit video handling generally does not constitute infringement, and even if it is infringed, the amount of compensation is very limited. Whether processing video will constitute its infringement mainly depends on the purpose of processing these videos. If it is for non-commercial use, indicating the source generally does not constitute infringement. However, if there are obvious hints after reprinting that reprinting is not allowed or unloading is required, the reprinter should unload it in time, otherwise it may be suspected of infringement. If it is used for commercial purposes, then there is a risk of infringement and it is necessary to bear the liability for tort compensation.
