Founded in 200 1, Shenyang City University is a full-time undergraduate college born in the tide of higher education reform in China. It is also an application-oriented university of science and engineering with distinctive characteristics in the rapid development of China's social economy. Its predecessor was the College of Science and Technology Engineering of Shenyang University. In 20 13, with the approval of the Ministry of Education, it was officially transformed into an independent private undergraduate college and renamed Shenyang City University.

The school is located in Shenyang Dahunnan Bonded Zone, adjacent to the famous airport Taoxian Airport, and located in the scenic Green Island Forest Park. The campus is backed by Phoenix Mountain and surrounded by Green Island Lake. In the landscape garden covering an area of 1.300 mu, 50 teaching buildings of nearly 260,000 square meters are lined up at the foot of the mountain and by the lake.
