PING height is a network problem, which has nothing to do with computer configuration. PING is actually a general delay, which is related to the network provider. Playing games requires the stability of the network, not a few megabytes of broadband.

There are several possibilities in your situation.

1 Telecom was pumped, and it was unstable and delayed in those days.

2 LOL draw, the server suddenly got stuck.
