The students mentioned in these Regulations refer to those who receive full-time education in ordinary primary and secondary schools, secondary vocational schools, technical schools and institutions of higher learning organized according to law. Article 3 It is the common responsibility of the whole society to promote students' physical health.
Promoting students' physical health should adhere to the principles of student-oriented, school-based, government-led, departmental cooperation, family support and social participation. Article 4 The people's governments at or above the county level shall strengthen the promotion of students' physical health, incorporate it into the national economic and social development plan at the corresponding level, provide guarantee for promoting students' physical health, and organize and mobilize social forces to do a good job in promoting students' physical health. Article 5 The education administrative departments of the people's governments at or above the county level shall be in charge of the promotion of students' physical health within their respective administrative areas, and shall be responsible for the supervision, inspection and guidance of the promotion of students' physical health.
The education, human resources and social security departments of the people's governments at or above the county level are specifically responsible for the promotion of students' physical health in the schools they manage.
Sports, health, food and drug supervision and management, development and reform, finance, human resources and social security, urban and rural housing construction, urban and rural planning, radio and television departments of the people's governments at or above the county level shall, according to their respective functions and duties, do a good job in promoting students' physical health. Sixth Township People's governments and sub-district offices shall incorporate the promotion of students' physical health into the grass-roots public service system, integrate public service resources, and coordinate the opening and utilization of cultural and sports facilities within their respective jurisdictions; Guide, support and help villagers' committees and residents' committees to carry out activities related to the promotion of students' physical health.
Villagers' committees and residents' committees shall assist township people's governments and sub-district offices in promoting students' physical health. Article 7 The Communist Youth League, women's federations, disabled persons' federations and other organizations shall organize activities to promote students' physical health in combination with their own responsibilities. Article 8 Schools shall implement the national education policy according to law, carry forward the socialist core values, establish the educational concept of health first, and perform the duties of promoting students' physical health.
Families should support and guarantee students to participate in health promotion activities.
Students should enhance their sense of self-reliance, love labor, live a healthy life, cherish life and actively participate in physical health promotion activities. Ninth people's governments at or above the county level and the relevant departments shall, in accordance with the relevant provisions of the state and the province, commend and reward the units and individuals that have made remarkable achievements in promoting students' physical health. Chapter II Sports Activities Article 10 Schools shall ensure that students participate in campus sports activities for no less than one hour every day during their school days through morning exercises, physical education class and extracurricular sports activities.
In case of extreme weather and heavily polluted weather, schools should reduce or stop outdoor sports activities in accordance with relevant regulations and appropriately carry out indoor sports activities. Eleventh schools should set up physical education courses in accordance with the relevant provisions of the state and the province, complete the teaching tasks required by the curriculum standards, and may not reduce or occupy physical education hours.
Schools should carry out sports activities according to the physical and mental characteristics and physical condition of students of different ages and sexes; Encourage, support and guide disabled students to participate in physical education activities, equip them with necessary sports equipment, and create conditions for their rehabilitation. Twelfth schools should organize extracurricular sports activities, which should be included in the teaching plan, included in the schedule of work and rest, and linked with the content of physical education courses.
Primary and secondary schools should arrange 30 minutes of big recess sports activities every morning; For classes without physical education class on that day, students should be organized to take group physical exercise after class in the afternoon.
Primary and secondary schools should support the Communist Youth League and the Young Pioneers to organize extracurricular activities related to promoting students' physical health. Article 13 Schools shall test students' speed, endurance, flexibility and explosiveness every academic year in accordance with the national standards for students' physical health, and establish students' physical health files to ensure that relevant data are true, complete and effective.
Students who are not suitable to take the physical health test due to illness or disability may apply and be suspended or exempted from taking the test after approval by the relevant education administrative department. Article 14 The education administrative department of the people's government at or above the county level shall incorporate physical education subjects into the academic level examination of junior high school and senior high school and the comprehensive quality evaluation of students. Students who are not suitable to take the physical examination due to illness or disability may apply and be suspended or exempted from taking the examination after approval by the relevant education administrative department.
Students in ordinary colleges and universities should complete physical education courses and pass the examination. Fifteenth schools should focus on strengthening students' physical fitness, cultivate students' interest and expertise in sports, and encourage and guide students to master at least one sports skill.
