According to the above responsibilities, the Municipal Health Bureau has 6 functional departments:

(1) office

To assist the leaders of the Bureau to organize comprehensive policy research, comprehensively coordinate the government affairs of organs, and formulate the working system of organs. Assist bureau leaders to coordinate and supervise the business work of various departments. Responsible for meeting organization, message processing, secretarial affairs, confidentiality, file management, news propaganda, information, letters and visits, etc. Responsible for health administrative reconsideration and health law enforcement supervision.

To study and formulate the city's health talent development plan, and formulate the city's health institution setting standards, health technical personnel post setting plans and post qualification standards in conjunction with relevant departments. To guide the job evaluation and appointment of health technical personnel and the management of health professional technical team in the city. Responsible for the medical and health units directly under the Bureau of labor wages, cadre assessment and appointment, personnel deployment, veteran cadre management, personnel file management and other work. Responsible for the identification and evaluation of the disability level of the city's health system.

(ii) Financial Audit Section

Prepare the city's health development plan, implement the health economic policy, and inspect and supervise the implementation. Overall planning and coordination of the city's health resources allocation. Responsible for the supervision and management of the capital construction of municipal health units and the state-owned assets of units directly under the bureau and the special investment in health in the city. In conjunction with relevant departments, put forward suggestions on the price of health services, formulate health financial management regulations and supervise their implementation, and be responsible for the financial audit of medical and health units directly under the municipal government. Responsible for health statistics, government finance and state-owned assets management.

(3) Pharmaceutical Affairs Management Department (with the brand of Regulation Department)

Responsible for the training of health law enforcement personnel and the qualification certification of law enforcement personnel. Responsible for organizing the hearing of health administrative punishment. To undertake health administrative reconsideration. Responsible for reviewing health administrative punishment cases and issuing normative documents on health management. Responsible for the publicity and education of health laws and regulations.

(4) Health Supervision and Prevention Section

Supervise occupational hygiene, food hygiene, school hygiene, environmental hygiene, radiation hygiene and chemical hygiene products according to law. Responsible for the investigation and handling of major public health events and health supervision and inspection. Responsible for the supervision of medical institutions, blood collection and supply institutions, maternal and child health care institutions and the prevention and treatment of infectious diseases. Responsible for the qualification examination and training management of health supervision team. Organize the formulation of quality management methods and measures for health-related products such as food and cosmetics.

To formulate work plans, policies and measures for rural health, community health services and maternal and child health care and organize their implementation. Guide the construction of primary health organizations and the implementation of primary health care planning. Organize and guide the prevention and treatment of diseases that seriously endanger the health of women and children. Supervise the organization and implementation of special technologies for maternal and child health care.

Organize and coordinate the development of national health education. Take on the daily work of patriotic health campaign committee. Organize public health activities in urban and rural areas, inspect and guide the work of improving water and toilets in rural areas.

(5) Medical Management Department

Supervise the implementation of professional standards, management regulations and service norms of medical technicians in medical institutions in the city according to law. Responsible for business technical guidance and medical accident identification of various medical institutions at all levels. Supervise the medical quality and service quality of medical institutions, and supervise and manage the quality of blood collection and supply and clinical use in blood stations according to law. Organize and coordinate citizens' voluntary blood donation. Responsible for the examination and registration of the practice licenses of medical institutions and health technicians. Assist the government and relevant departments in emergency rescue of major casualty accidents.

Formulate the development plan and work plan of traditional Chinese medicine in the whole city, and be responsible for the macro management of traditional Chinese medicine in traditional Chinese medicine hospitals and general hospitals in the whole city. Responsible for the management of TCM academic inheritance and the construction of TCM specialty.

To study and formulate the development plan of medical science and technology in the whole city, be responsible for the management of medical science and technology information, science and technology confidentiality and science and technology archives, and organize the development, popularization and application and reward of scientific and technological achievements. Formulate the on-the-job examination training plan and continuing medical education system for the health industry in the city and organize their implementation. Responsible for the examination of practicing doctors and nurses in the city.

(6) Office of Endemic Disease Prevention and Control

Formulate prevention and control plans and measures for infectious diseases, endemic diseases, occupational diseases, chronic non-communicable diseases and other diseases that seriously endanger human health, and inspect and supervise their implementation. Responsible for the business technical guidance of the city's health and disease prevention institutions. Carry out disease supervision and monitoring. When natural disasters and major epidemics occur, assist relevant government departments to take measures to control the occurrence and spread of diseases. To undertake the daily work of the leading group for the prevention and control of endemic diseases in the city. Responsible for the organization and coordination of the prevention and control of endemic diseases, and guide the county (District) government and relevant departments to carry out the prevention and control of endemic diseases.
