Bao 'an belonged to Dongguan in the middle of Tang Dynasty and Shenzhen in 1982.

Since the Middle Tang Dynasty, Baoan County in Shenzhen has been under the jurisdiction of Dongguan County, including Shenzhen City, Hong Kong Special Administrative Region, parts of Dongguan City, southern Panyu County and Zhongshan City. This is the beginning of the establishment of county and county-level administrative institutions in Shenzhen, and it is also the beginning of Shenzhen's urban history.

In the sixth year of Xianhe in the Eastern Jin Dynasty (AD 33 1 year), Li County, Dongguan, formerly known as Baoan, was subordinate to Dongguan County (Nantou, Shenzhen). In the second year of Tang Zhide (AD 757), it was renamed Dongguan, and the county seat was located in Yong (now Guancheng Street). In the 22nd year of Shaoxing in the Southern Song Dynasty (1 152), Xiangshan County (now Zhongshan, Zhuhai and Macau) was established in Xiangshan Town, Dongguan.

Dongguan County began in the sixth year of Xianhe in the Eastern Jin Dynasty (33 1).
