Today's meeting is mainly to thoroughly study and implement the spirit of the Fifth Plenary Session of the Sixteenth CPC Central Committee, the "two sessions" of the whole city and the provincial environmental protection work conference, summarize and review the environmental protection work of the whole city during the Tenth Five-Year Plan period and in 2005, and study and deploy the environmental protection work of the whole city in 20 10. Next, I would like to make a few comments.
I. Review of work in the past five years
In the past five years, the environmental protection in our city has been highly valued and developed rapidly. Under the strong leadership of the Municipal Party Committee and the Municipal Government and the careful guidance of the Provincial Environmental Protection Bureau, the cadres and workers in the city's environmental protection front, guided by the "Theory of Three Represents" theory and Scientific Outlook on Development, made great efforts to improve their environmental supervision ability, and made pioneering efforts and worked hard to effectively protect the green mountains and green waters of Xinyu. With the rapid development of urban economy and social undertakings, the environmental quality has remained stable and some areas have improved. Environmental protection work has entered the advanced ranks in the province. Outstanding performance in six aspects: first, the overall environmental quality has remained stable, and some areas have improved. The main water environment of the city meets the requirements of functional zoning; More than 75% of the days are in good condition, and the average annual dust fall in 2005 was 8.34 tons/km2, which was 0.83 tons lower than that in 2004. The quality of urban acoustic environment has improved year by year. Compared with 2000, the regional average environmental noise in 2005 decreased from 63.5 dB to 58.6 dB. Second, the prevention and control of industrial pollution has achieved remarkable results. In 2004, the qualified rate of industrial wastewater in the city was 90.45%. Compared with 2000, ammonia nitrogen decreased by 27.83%, petroleum decreased by 65,438 05.85%, volatile phenol decreased by 37.78%, cyanide decreased by 85.29%, and industrial dust decreased by 22.52% and 65,438 03.72% respectively. Third, the ecological environment and natural protection have been strengthened. The city's nature reserves cover an area of 692 square kilometers, with a coverage rate of 2 1.87%. After completing the Investigation on the Present Situation of Ecological Environment in Xinyu City, Fairy Lake Scenic Area was approved as a provincial-level ecological protection zone construction pilot, and Fenyi County was approved as a national ecological demonstration zone pilot county. Fourth, the effective investment in environmental protection has increased year by year. In 2004, the investment in environmental protection was 435 million, more than 300 million more than that in 2000. Fifth, the environmental protection infrastructure has been further improved. Invested 6.5438+0.2 million yuan to build two automatic air quality monitoring stations in the north and south of the city. Sixth, the prevention and control of water pollution has achieved remarkable results. After the completion of the first phase of the Yuanhe urban section treatment project, the water quality has reached four categories from five categories; The comprehensive control of water pollution in Yuanhui District was started, and obvious control effect was achieved.
Two. Work in 2005
2005 is the last year of the Tenth Five-Year Plan. This year, many tasks of environmental protection system in our city have been affirmed by the provincial environmental protection bureau, the municipal party committee and the municipal government, and environmental monitoring, environmental law enforcement and environmental letters and visits have entered the forefront of the province. Summarizing the work of the past year is mainly reflected in the following aspects.
(a) based on their posts, play a functional role, and fully promote the 50 billion industrial enterprises to start a business for all, and promote the "win-win" of environmental protection and economic development in the city.
In 2005, in order to cooperate with the important measures of our city to fight hard for 50 billion yuan of industrial enterprises and national entrepreneurship, and accelerate the pace of enriching the people and strengthening the city, the city's environmental protection system based on the actual work, innovative ideas, issued "promoting national entrepreneurship with environmental protection" 18 measures, fully supporting national entrepreneurship and boosting industrial enterprises 50 billion yuan. Actively strive for the central environmental protection fund subsidy of 3 million yuan for Xingang Company, and provide high-quality environmental protection services for a large number of key construction projects such as circulating fluidized bed generator set of Fenyi Power Plant, gangue generator set of Huagushan Coal Mine, Huayuan carpet and Xingang Phase III technical transformation.
While serving the city's economic development, it has further strengthened environmental law enforcement and environmental supervision. Unswervingly implement the environmental impact assessment of construction projects and the "three simultaneities" system, strictly control the environmental approval of construction projects, and prevent the generation of new pollution sources. In the whole year, 86 projects were approved, with a total investment of 2.087 billion yuan, of which 365.438 billion yuan was invested in environmental protection. Actively promote the issuance of pollutant discharge permits, and issue four new pollutant discharge permits, thus protecting the interests of legal pollutant discharge enterprises. The city's environmental management system has been further rationalized, and two environmental protection workstations have been set up, namely, High-tech Zone and Fairy Lake District. After many efforts, the environmental protection agencies in Fenyi County and Yushui District will also be established independently. In 2005, our municipal bureau won 2.3 million yuan from the provincial bureau, which further enriched and improved the monitoring and supervision equipment in our city and improved the ability and level of environmental supervision in our city.

First, pay close attention to the comprehensive water pollution control project in the source and sink area, which has obviously improved the water quality in the source and sink area. According to the 2005-2006 Yuan water pollution control work plan and Yuan emission reduction plan, Yuan water pollution control work was carried out in an all-round and orderly manner, and the sewage treatment facilities of Xingangshan production area and enterprises under the jurisdiction of Liangshan Town, the main pollution sources, were successively built and put into use. The first steelmaking plant of Xingang stopped production completely, reducing industrial wastewater by more than 6,543,800 tons per year; Liangshan Steel Pipe Company invested RMB 6,543,800+0.5 million to build a pickling wastewater treatment project with a daily treatment capacity of 240 tons according to the inspection requirements of "Environmental Protection Ganjiang Tour" of provincial and municipal people's congresses. The steel pipe factory of Xingang Special Steel Company invested more than 700,000 yuan to solve the problems of environmental protection facilities such as running, running, dripping and leaking. In order to prevent antirust oil and acid-containing wastewater from being discharged, the cold rolling plant of special steel company of Xingang has built two floating washing tanks and a set of acid scraper. The gravity separation project of coarse and fine powder in Liangshan Mining Co., Ltd. was completed and put into operation in March, which greatly reduced the tailings output and water consumption for mineral processing. The Taiping tailings dam project with an investment of 90 million yuan is also under intense construction. Liangshan Mining Co., Ltd., Liangshan Shanlong Strip Company, Liangshan Jiulong Strip Company and other enterprises have also built a number of pollution control facilities. At the same time, the concentrator and plastic granulation plant along the canal with small scale, backward technology and serious pollution were shut down and rectified. Through unremitting efforts, at present, the water quality of the source and sink area has reached the three standards of surface water environmental quality except total nitrogen and ammonia nitrogen.
Second, focus on the prevention and control of pollution in the source river, and effectively protect Fairy Lake, the water of life in our city. Actively declare the provincial ecological function protection zone of Fairy Lake and successfully pass the expert review organized by the Provincial Environmental Protection Bureau; Strengthen the monitoring of water quality changes in Fairy Lake and urge hotels and restaurants in the lake area to install new pollution control facilities; It is forbidden to engage in tourism, cage fish culture and other activities near the water intake of drinking water sources; Urge cruise companies to strengthen management and protect the ecological environment. The Fairy Lake Environmental Monitoring Station actively carried out its work and wrote the "Fairy Lake Environmental Investigation Report", which was reported to the Municipal Party Committee, the Municipal People's Congress, the municipal government and relevant departments and received wide attention. Especially for the serious pollution threat that may occur in the upper reaches of Fairy Lake, we should actively respond with the great attention of the municipal party committee and municipal government and the strong support of the Municipal People's Congress. At the "Hearing of Chemical Pulping Project of Yichun Zhongzhu Paper" organized by the Provincial Bureau, we argued that through various legal channels, we reflected the will and attitude of cadres and the masses to "resolutely oppose the new chemical pulping project of Yichun Zhongzhu Paper", thus preventing the chemical pulping project of Yichun Zhongzhu Paper from happening before it happened.
(3) Strict law enforcement, enthusiastic service, focusing on fundamentally controlling the source of pollution and promoting the harmonious development between man and nature.
First, carry out in-depth special rectification actions of "cracking down on illegal sewage discharge by enterprises and ensuring people's health". Since 2003, according to the unified arrangements of the six ministries and commissions of the state, a massive special rectification campaign of "cracking down on illegal sewage discharge by enterprises and protecting people's health" has been carried out within the jurisdiction. After three years, a large number of small-scale, backward and heavily polluting enterprises, such as the "Tenth Five Small" and "New Five Small", have been shut down and banned to prevent a rebound, which has been affirmed and praised by the supervision team of six ministries and commissions and the inspection team of the provincial bureau. 2005 is the last year of special rectification, and we continue to carry out special rectification in depth, so as to pay equal attention to prevention and crackdown. On the one hand, we should look back at the small-scale enterprises with backward technology and serious pollution, such as the "Tenth Five Small Enterprises" and the "New Five Small Enterprises", which were shut down and banned two years ago, to prevent resurgence; On the other hand, continue to crack down on polluting enterprises within the jurisdiction and ban the relocation of 2 1 lime powder plants along the new European highway; Rectify 6 1 ore washing enterprises and 15 smelting enterprises, and shut down 35 small ore washing plants and smelters; Two cement plants in Hi-tech Development Zone, Hongda and Hua Bin, have been treated within a time limit. At present, Xinyu Hongda Cement Products Co., Ltd. has stopped production and entered bankruptcy proceedings. Hua Bin Cement Co., Ltd. is also moving.
The second is to carry out noise control actions during the college entrance examination. Measures such as "opening a 24-hour noise pollution complaint hotline and conducting on-the-spot inspection by sections" were taken to strengthen noise control during the junior high school entrance examination, and 45 noise pollution complaints were handled in time, which created a quiet examination environment for candidates and was well received by the society.
The third is to seriously carry out mediation of environmental pollution disputes. Take measures such as setting up a complaint hotline, answering complaints 24 hours a day, accepting complaints online, etc., and unblock the channels of letters and visits to facilitate complaints from the masses. In 2005, * * * accepted 20 1 case of environmental disputes and settled 20 1 case. The acceptance rate and settlement rate were both 100%. Timely, accurate and proper handling of complaints about environmental pollution disputes by the masses, resolving disputes and contradictions at the grassroots level, and the number of environmental letters and visits is the lowest in the province, maintaining social stability. At the provincial environmental petition work conference, the environmental petition work in our city was commended by the provincial environmental protection bureau.
(four) to strengthen publicity, create an atmosphere, and strive to raise the awareness of the public and society to participate in environmental protection.
To carry out activities to create green communities, green schools and green education bases, Xinyu Power Plant Living Area was awarded the honorary title of "Green Community" by the Provincial Bureau. The environmental quality bulletin of Xinyu City in 2004 and the environmental protection column of Xinyu Yearbook were carefully compiled. On May 1 day and 1 October1day, the daily report of urban air quality and the forecast of urban air quality were realized successively. Use the "6.5" World Environment Day and "12.4" legal publicity days to vigorously publicize the knowledge and professional knowledge of environmental laws and regulations. Over the past year, more than 300 pieces of environmental news information have been published in Jiangxi Environmental Information, Jiangxi Environmental Information Network, Xinyu Daily, Government Information, Xinyu Information and Xinyu Radio and Television News, and some news (information) works have been published in China Environmental News, jtv News 1 and Jiangxi Government Affairs. Publicity and education on environmental protection have been significantly strengthened.

In accordance with the unified arrangements of the central, provincial and municipal committees, and in close connection with the actual environmental protection work, we have carried out advanced education activities in a down-to-earth manner and successfully completed various tasks of advanced education activities. The development of advanced education activities has enhanced the combat effectiveness, cohesion and creativity of the party organizations in our bureau. In 2005, we took the preparation of the Eleventh Five-Year Plan for environmental protection in Xinyu as an important work throughout the year, and appointed professional departments and special personnel to take charge of this work. An in-depth environmental investigation was conducted in one county, three districts and relevant units in the city, and relevant information was collected, and the Eleventh Five-Year Plan for Environmental Protection in Xinyu City was compiled.
Looking back on the environmental protection work in the past year, some achievements have been made, especially in the environmental impact assessment of construction projects, the closure and relocation of two seriously polluted cement plants in economic development zones, the rectification of illegal sewage enterprises such as ore washing and smelting, and so on, which have been fully affirmed by the provincial bureau at the just-concluded provincial environmental protection work conference. While seeing the achievements, we are also soberly aware that there is still a gap between some work and the requirements of the municipal party Committee, the municipal government and the people. For example, serious local pollution of major water systems still exists, and agricultural non-point source pollution, especially livestock manure pollution, has not been effectively controlled; The problem of environmental violations is still serious, some enterprises' pollution control facilities are not operating normally, and some "new five small" enterprises are resurgent; The phenomenon of low environmental illegal cost and high law-abiding cost is still widespread; The atmospheric environmental quality in the west of the city is lower than the second-class standard required by the state, the noise pollution in the urban area is still serious, and the environmental protection law enforcement needs to be further strengthened. All these need to be effectively solved in our future work.
Third, the "Eleventh Five-Year Plan" work prospects
With the further acceleration of industrialization and urbanization in our city, it can be predicted that the contradiction between population, resources and environment in our city will further increase and the environmental protection work will also face greater challenges. During the 11th Five-Year Plan period, how can we seize the opportunity and further improve the capacity building to adapt to the new development situation? How to solve these contradictions in progress and development requires us to seriously think, actively explore, earnestly perform our duties, and promote the coordinated development of environmental protection and the city's economic and social undertakings.
According to the "Eleventh Five-Year Plan" of environmental protection in our city, we should adhere to the principle of "one leader", focus on one main line, achieve four goals and implement nine environmental protection projects.
Insist on a command, that is, use Scientific Outlook on Development to lead the overall environmental protection work in the city.
Around a main line, that is, closely around the main line of building a harmonious and peaceful Xinyu, we will resolutely implement the strategic policy of "not only Jinshan Yinshan, but also green mountains and green hills", protect and improve the quality of our city's ecological environment, vigorously develop circular economy, promote economic restructuring and transformation of economic growth mode, and strive to promote the construction of a resource-saving and environment-friendly society by strengthening environmental supervision.
To achieve four goals, that is, to 20 10, first, basically control the newly-increased environmental pollution, curb the trend of ecological destruction, and significantly reduce the emission intensity of major pollutants; Second, the environmental quality of urban and rural areas, especially the environmental quality of cities and key areas, reaches the standard of functional areas and realizes a virtuous circle of urban and rural ecosystems; Third, the people's living environment is not affected by radiation, and there is no major radioactive source safety accident; Fourth, the ability of urban environmental supervision has been significantly improved, and a complete early warning and emergency system for pollution accidents has been established. The specific indicators are: the compliance rate of each functional area of surface water is more than 85%; The water quality compliance rate of drinking water sources is greater than 95%; The compliance rate of each atmospheric functional area is above 85%, and the overall quality of urban ambient air reaches the second-class standard; The intensity and frequency of acid rain decreased; The average environmental noise in urban areas is less than 55 decibels, and the traffic noise on urban roads is less than 70 decibels.
Implement nine major environmental protection projects, namely, the water pollution prevention and control project in Yuanhui District, the ecological protection project in Fairy Lake, the construction project of the municipal environmental monitoring command center, the treatment project of industrial pollution sources in the west of the city, the emergency project of sudden environmental incidents, the "12369" environmental complaint hotline project, the automatic monitoring system project of urban noise, the protection and comprehensive utilization project of Kongmu river water resources, and the construction project of environmental protection teams.
Four. Main objectives and tasks for this year
2006 is the first year of the 11th Five-Year Plan. Doing a good job in environmental protection is of great significance to the smooth implementation of the Eleventh Five-Year Plan. We must, under the strong leadership of the Municipal Party Committee and the Municipal Government, clarify our work ideas, define our work objectives, keep pace with the times, work hard in unity, and make a good start for the implementation of the Eleventh Five-Year Plan for environmental protection in our city.
The general idea of the city's environmental protection work in 2006 is to thoroughly implement the spirit of the Fifth Plenary Session of the Sixteenth CPC Central Committee, the Tenth Plenary Session of the Eleventh Provincial Party Committee and the Tenth Plenary Session of the Fifth Municipal Party Committee, and to implement the decision of the Jiangxi Provincial People's Government on comprehensively strengthening environmental protection, with the goal of building a resource-saving and environment-friendly Xinyu, to fight a decisive battle for 50 billion industries, promote entrepreneurship for all and accelerate the development of environmental protection work in an all-round way. The work objectives are: the environmental quality is steadily rising, the total amount of pollutant discharge is effectively controlled, the environmental monitoring and supervision ability is further improved, and environmental safety is well maintained.
In order to achieve the above objectives, this year we will resolutely follow the requirements of the assessment of environmental protection targets in 2006 issued by the provincial bureau, decompose the assessment content layer by layer, and put the responsibility on people to fully complete all tasks.
(1) Firmly establish Scientific Outlook on Development, comprehensively strengthen environmental supervision, and ensure the environmental safety of our city.

This year, the focus of pollution control in Yuan is to establish a long-term mechanism, strengthen environmental law enforcement and prevent pollution rebound. Actively guard against the pollution threat of Fairy Lake, put an end to new projects with serious upstream pollution, and do a good job in domestic sewage treatment in Fenyi County; Strengthen the environmental pollution control of catering industry, fish farming industry and cruise ships in the lake. Actively cooperate with the construction of Baiyun Reservoir to control the pollution of life, agriculture and industry on both sides of Kongmu River. Second, strengthen the control of atmospheric pollution in our city, focusing on strengthening the law enforcement inspection of sewage enterprises in the west of the city, urging Xingang Company, Xindian Company and other enterprises to further increase investment in environmental protection, transform, improve and install new environmental protection facilities, and establish a "accountability system for normal operation of environmental protection facilities" to ensure the normal operation of environmental protection facilities, so that the quality of atmospheric environment in our city can gradually reach the second-class standard. The third is to start the centralized control of urban noise, waste edible oil and waste mineral oil in our city.
(two) the implementation of the Interim Provisions on Environmental Protection Violations, vigorously carry out environmental law enforcement activities, and seriously investigate and deal with environmental violations.
The Interim Provisions on Punishment of Violation of Law and Discipline in Environmental Protection was promulgated and implemented on February 20, 2006. It is the first special law on environmental protection punishment in China, which is of great significance for implementing Scientific Outlook on Development, building a resource-saving and environment-friendly society, punishing environmental violations and promoting the implementation of environmental protection laws and regulations. In order to effectively implement the Interim Provisions on Punishing Violations of Laws and Discipline in Environmental Protection, we must creatively carry out the activities of "2006 Year of Environmental Law Enforcement" in accordance with the unified arrangements of the provincial bureau. First, consolidate the achievements of special environmental protection rectification actions for three consecutive years, and continue to carry out special environmental protection rectification in industries such as ore washing, smelting and cement in our city. The second is to promote the implementation of environmental impact assessment and the "three simultaneities" system, strictly control the environmental approval of construction projects, and control pollution from the source. All parks in the city should carry out environmental assessment according to law. Without environmental assessment, new projects may not be approved for environmental protection. Supervise the implementation of the "three simultaneities" system, strengthen the supervision of approved projects, and prevent the phenomenon of "emphasizing examination and approval but neglecting supervision". Third, continue to implement the issuance of pollutant discharge permits; The fourth is to increase penalties for environmental violations. Comprehensive use of legal, economic, administrative and other means, to affect economic development, endanger people's health, unauthorized closure of pollution control facilities and other environmental violations, we must do a good job in investigation, rectification and accountability. Penalties for environmental violations should be strictly in accordance with the statutory law enforcement procedures, based on facts and taking the law as the criterion, so as to achieve the "four legality" of law enforcement subjects, law enforcement actions, law enforcement procedures and law enforcement forms. The fifth is to conduct a comprehensive investigation of key pollution sources within the jurisdiction, establish a supervision and management ledger for key pollution sources and illegal units, supervise and supervise them, implement responsibilities, and follow up supervision. Sixth, strengthen the collection of sewage charges. All relevant departments should strictly follow the regulations, standardize the collection procedures, conscientiously do a good job in declaration and examination and approval, conscientiously implement the publicity system for the collection of sewage charges, and at the same time increase the punishment for refusing to report or pay sewage charges, and strive to increase the sewage charges by 10% compared with 2005.
(three) increase investment in environmental protection, consolidate environmental infrastructure, and constantly improve the environmental supervision ability of our city.
Environmental protection infrastructure construction is the key to environmental protection. In order to better adapt to the environmental protection work under the new situation, in accordance with the requirements of the State Council's "Decision on Strengthening Environmental Protection in Scientific Outlook on Development", we will increase investment in environmental protection, consolidate environmental protection infrastructure, and comprehensively improve the environmental monitoring capacity and level of our city. First, build the municipal environmental monitoring and supervision command center, complete the planning and design, and start the civil engineering. The second is to complete the construction of "12369" environmental pollution dispute complaint hotline, and further smooth the channels for complaints and supervision by the masses. The third is to formulate and improve the emergency plan for sudden environmental incidents in Xinyu City, strengthen drills, and improve the city's ability to respond to sudden environmental incidents. The fourth is to innovate the management system and enhance the new vitality of environmental management. Fenyi County Environmental Protection Bureau and Yushui District Environmental Protection Bureau will be listed as soon as possible to further improve the economic development zone and the environmental monitoring station in Xiannvhu District.
(four) with economic construction as the center and environmental protection as the basis, promote the process of harmonious society and provide reliable environmental support for the economic development of our city.
