What policies are most needed for photovoltaic poverty alleviation?
Five successful models of precision photovoltaic poverty alleviation;

Under the leadership of the National Poverty Alleviation Office and the National Energy Administration, many poverty alleviation models are similar in combination with different regions and different conditions. I summarize them into five successful models:

1, poverty alleviation funds+farmers' bank loans (Yunnan model). There are 200 sets in Honghe Prefecture, Yunnan Province, with 70% government investment and 30% government guarantee. Farmers borrow from credit cooperatives.

2. Poverty alleviation funds+farmers' bank loans (Jiangsu model). There are 228 households in Xuyi, Jiangsu, each with 3KW. The government has invested 90,000 yuan, and the third-party guarantee company guarantees that farmers can borrow more than 95% from local rural commercial banks. The annual net income during the loan period of 15 is 1000, and the annual income after 15 is 3,000 yuan. Compared with the Yunnan model, the key point of this model is to extend the term of bank loans with less government investment.

3, poverty alleviation funds+enterprise advance (Guizhou model). 40 sets in Luodian, Guizhou, 80% funded by the government and 20% advanced by enterprises. In the later period, farmers used the power generation income to repay enterprises in installments.

4, poverty alleviation funds+local financial support (Shanxi model). The photovoltaic ground power station in Linfen, Shanxi 100 kW is supported by the central poverty alleviation fund and local finance, and farmers have no burden.

5, poverty alleviation funds+local investment companies to advance (Anhui model). 5000 sets in Sixian County, Anhui Province, 70% of which is funded by the government, and 30% is paid in advance by local investment companies. In the later period, farmers repaid the investment company by installments with the income from power generation.

From this perspective, photovoltaic poverty alleviation mainly depends on the local government's poverty alleviation policy.
