Divide "suitable construction, limited construction and forbidden construction" into three regions to ensure the urban ecological security pattern; Delineate the "ecological control line, permanent basic farmland control line, urban development boundary, urban construction land boundary in 2030 and key project construction control line", clarify the bottom line of district boundary control, and strengthen the control of space resources; Define the three functional blocks of "modern manufacturing block, leisure tourism block and characteristic town block" to guide industrial agglomeration with policies.
