If the carrier delays the transportation or there are other circumstances that make the transportation unable to proceed normally, it shall promptly inform and remind the passengers, take necessary resettlement measures, and arrange to change other flights or refund tickets according to the requirements of the passengers; The carrier shall bear the responsibility for the loss of passengers caused by this, except those that cannot be attributed to the carrier.
