In 482 BC, Fu Cha of Wu ordered a new waterway to be dug between the east of Yutai County and the northeast of Dingtao County. Because its water source comes from Heze, it is called "Heshui". Heshui, like Hangou, was dug by Wu for political and military needs. For a long time, it has also played an important role in strengthening the economic, political and cultural ties among the Yellow River, Huaihe River and Yangtze River.
