The official name of the aircraft carrier Liaoning (planned Liaoning CV- 16) is the Chinese People's Liberation Army Navy Liaoning Ship, with the ship number 16. It is the first carrier of the Chinese People's Liberation Army Navy capable of carrying fixed-wing aircraft, and the first ship of China Navy 00 1 carrier. It is the No.2 ship Varyag (Russian: варяг; English: Varangian), 00 1 aircraft carrier follows the design features of 1 143.5 aircraft carrier in general, and its ship type features, scale, displacement and power plant are basically the same as those of Marshal Kuznetsov, but 00 1 aircraft carrier is in superstructure, air defense weapons and electronic equipment.

The "Liaoning" aircraft carrier was built by Nikolayev Shipyard (also known as the Black Sea Shipyard) during the Soviet period. By19911,the overall project progress of the ship reached 68%, and the subsequent construction was completed by China Dalian Shipyard. The length is 304 meters, the width is 70.5 meters, the draft of the aircraft carrier is 10.5 meters, the standard displacement is 57,000 tons, and the full-load displacement is 67,500 tons. There are 10 floors from the ground floor to the deck, and there are as many as 9 floors of island buildings on the deck, which are the fire department, the medical department, the communication department, the radar department and the headquarters of the aircraft carrier battle group. "The Liaoning is driven by four steam turbines and propelled by four shafts and four paddles. The aircraft carrier is driven by four steam turbine engines with a total power of 200,000 HP and a maximum speed of 32 knots. Its endurance is 4000 nautical miles at 30 knots and 20 knots 12000 nautical miles. The ship's power system can provide14,000 kilowatts of electricity, with a fuel reserve of 7,800 tons and an aviation gasoline reserve of 5,800 tons. The bow of the ship adopts a sliding take-off deck, and there are four landing ropes and 1 emergency blocking net in the middle of the ship. The bridge island building is located on the right side of the flight deck, with a deck/hangar elevator in front and a hangar elevator in back.

The establishment level of Liaoning ship is division level, 1, with more than 1,000 personnel. Among the first crew members, more than 98% officers have bachelor degree or above, including more than 50 masters and doctors. Like aircraft carriers in other countries, 5% of Liaoning ships are women.
