Residents' confidence is crucial to economic prosperity. In order to enhance people's confidence in reform and economic prospects, it is necessary to establish a decision-making system with public participation and increase the transparency of reform. Practice has shown that without the participation and understanding of the broad masses of the people, it is difficult for any reform to advance smoothly. The relevant government departments should clearly tell the public the reform plan that can be made public, so that residents can understand the personal burden after the reform and reduce the uncertain factors of residents' expenditure.

3. Improve the consumption environment and cultivate consumption hotspots. Starting from the reality of urban and rural areas, we will clean up and adjust some policies that restrict residents' consumption, and strive to eliminate all kinds of consumption obstacles from the system and policies to meet different levels of consumption demand. Comply with the changing trend of residents' consumption structure and cultivate consumption hotspots.
