According to the standard of "Work Plan for the Adjustment of Three Districts in Binzhou City", the management of the global prevention zone in Bincheng District will be lifted from 0: 00 on April 1 1, 2022, after consultation and judgment by the expert group and approval by Binzhou Epidemic Prevention and Control Headquarters. However, the current situation of epidemic prevention and control at home and abroad is still severe and complicated, and unblocking does not mean unblocking. In order to consolidate the hard-won achievements in epidemic prevention and control, relevant matters are hereby notified as follows:

First, strictly implement the application of "place code" and "health code" in Shandong. Party and government organs, institutions, government service halls, schools, hospitals and other places, catering units, hotels, hotels, shopping malls, supermarkets, farmers' markets, pharmacies and other places, all kinds of enterprises, transportation stations, entrances and exits of transportation stations and all kinds of public transport, cold chain food, logistics express and other key production, processing and transportation places, residential areas, construction sites and other places. Arrange a special person to remind everyone to scan the code and show the scanning results. If the health code is red or yellow, or symptoms such as fever and cough appear, report to the local community immediately and take local control measures.

The second is strict community access control. All communities strictly manage foreign personnel, continue to keep an access channel, and strictly implement measures such as scanning "on-site code", code inspection, temperature measurement and wearing masks. Those who have not reported back to Bincheng three days in advance are not allowed to enter.

The third is to strictly control the returnees. Centralized isolation and home health monitoring were carried out for 14 days and 7 days for outflow personnel in middle and high risk areas, and nucleic acid detection was carried out regularly as required. Strictly restrict the entry and exit of personnel in the county where the high-risk area is located, conduct 7 days of centralized isolation and 7 days of home health monitoring for those who flow out of the county where the high-risk area is located, and 7 days of home health monitoring for those who flow out of the county where the high-risk area is located. Anyone who enters and returns to Bincheng from outside the district should report to the destination community three days in advance, and take a negative certificate of nucleic acid test within 48 hours, and conduct 1 nucleic acid test on 1 day and the third day after arrival.

The fourth is to strictly implement the inspection of key populations. Departments in charge of various industries should earnestly perform their supervisory duties, and strictly carry out nucleic acid testing for 39 key populations within the specified time, especially for key industries and key parts such as cold chain food, delivery logistics, hospitals, schools, pension institutions, child care institutions, party and government organs, enterprises and institutions, prisons, etc., to ensure that all nucleic acid testing measures are implemented.

Fifth, strict delivery logistics control. Compacting the main responsibility of delivery logistics enterprises, strictly preventing and controlling the epidemic situation of express mail from sorting, transportation to terminal delivery, strengthening the disinfection and ventilation of mail express processing places, vehicles and appliances, doing a good job in pre-job health monitoring of logistics employees, and doing a good job in personal protection during the whole work period. The general public must implement non-contact delivery when receiving and sending mail and express mail, and do personal protection and disinfection to effectively reduce the risk of epidemic spread through delivery.

The sixth is to open related service industries in an orderly manner. Supermarkets, pharmacies, grain and oil stores, barbershops, farmers' markets, accommodation, catering and other services closely related to people's production and life are allowed to operate after comprehensive evaluation by the competent departments of the industry. The catering industry does not eat out for the time being, and can provide self-help or take-away ordering services; Hotels strictly check the 48-hour nucleic acid negative certificate, health code and itinerary code for the check-in personnel.

Seventh, the gathering place of relevant personnel is temporarily closed. Beauty salons, teahouses, chess and cards rooms, script killers, Internet cafes, bars, KTV, theaters, gyms, gyms, swimming pools, bath centers, clinics and other closed places are temporarily closed. Relevant markets in rural areas and urban-rural fringe are closed. Student child care institutions and offline education and training institutions suspend services; Kindergartens, primary and secondary schools formulate epidemic prevention and control plans and prepare for the resumption of offline teaching.

Don't leave the shore until you have to, and don't gather until you have to. Strictly restrict going to middle and high risk areas and counties, and do not go to other counties in the prefecture-level city where the middle and high risk areas are located unless necessary; Fever patients, health code yellow code and other personnel should fulfill their personal protection responsibilities, actively cooperate with health monitoring and nucleic acid detection, and do not travel before eliminating the risk of infection. Adhere to the principle of "don't do it unless it is necessary, don't get together unless it is necessary" and advocate "marriage and funeral, keep it simple, and don't hold banquets". If necessary, it is necessary to report to the local community in advance, strictly limit the number and scale, and implement the epidemic prevention and control measures.

Nine is to comprehensively strengthen personal protection. The general public and friends are requested to consciously abide by the relevant regulations on the prevention and control of normalized epidemics, strictly implement personal protective measures such as "wearing masks, washing hands frequently, taking temperature frequently and gathering less", and develop good personal hygiene habits. If you have fever, cough, fatigue and other symptoms, go to the fever clinic of the medical institution immediately and try to avoid taking public transport. Eligible citizens take the initiative to vaccinate the whole course of COVID-19 vaccine, and advocate the citizens who have completed the whole course of immunization for 6 months to strengthen immunization.

Ten is to speed up the reconstruction of enterprises. Encourage enterprises to quickly and orderly resume production and operation on the basis of implementing epidemic prevention normalization measures, and realize the resumption of production and efficiency as soon as possible. According to the needs of enterprises, provide accurate and efficient services for enterprises to resume production and reconstruction, and help enterprises solve difficulties such as employment, logistics, epidemic prevention and production. Employees in high-risk areas are prohibited from returning to their posts. All enterprises that have resumed work and production have formulated and improved plans for resuming work, production and reconstruction, and implemented epidemic prevention and control measures to prevent the import and spread of the epidemic.
