In April 2002, with the approval of the State Sports General Administration and the Organizing Committee of the 29th Olympic Games, Qinhuangdao City built Binhai Avenue for the Olympic Games and named it "Olympic Avenue". In order to carry forward the Olympic spirit, spread the Olympic culture, and increase new tourist attractions and residents' leisure and fitness places, Beidaihe District Committee and Government invested 45 million yuan to build the park.

The construction of the whole park was demonstrated and designed in early 2004, and started in March of the same year. On May 1 day, 2005, the opening ceremony was held and it was open to the outside world.
