Article 3 All units and individuals engaged in sports business activities within the administrative area of this Municipality (hereinafter referred to as operators) shall abide by these Provisions. Article 4 The municipal and county (city) sports administrative department is the competent department of the sports market within its jurisdiction, and is responsible for the management of the sports market within its jurisdiction.
Public security, industry and commerce, finance, taxation, price, health, environmental protection, fire protection and other departments shall, in accordance with their respective responsibilities, cooperate with the sports administrative department to do a good job in the management of the sports market. Article 5 Operators must abide by national laws, regulations and these Provisions. Have the right to report and accuse units and individuals that infringe upon their legitimate rights and interests. Article 6 The management of sports market shall follow the principles of unified planning, liberalization and invigorating, and support and guidance.
People's governments at all levels encourage and support operators to undertake the task of national fitness and training outstanding sports talents, and serve the development of mass sports and competitive sports. Seventh units and individuals that have made outstanding contributions to the exemplary implementation of these provisions and the prosperity of the sports market shall be commended and rewarded by the sports administrative department. Chapter II Administration of Examination and Approval Article 8 To apply for the establishment of a sports venue engaged in sports business activities, the following conditions must be met:
(1) Conforming to the development plan and layout of sports undertakings;
(two) meet the requirements of public security, fire protection, health and environmental protection, and its sports venues and sports equipment meet the facilities and equipment standards promulgated by the State Sports Commission;
(3) Having corresponding equipment;
(4) Having employees who have received on-the-job training and have professional knowledge of sports;
(5) It meets other conditions stipulated by relevant state laws and regulations. Article 9 Any unit or individual holding sports business activities (including sports competitions and performances organized by sports venues) shall submit an application to the municipal, county (city) sports market department, and the application can only be carried out after examination and approval.
Organized international, national, inter-provincial and inter-city business sports competitions, performances, by the municipal sports market department in charge of qualification examination, with the consent of the municipal government, according to the relevant provisions of the higher sports administrative department for approval. Article 10 To apply for holding sports business activities, the following materials shall be submitted:
(1) An application report;
(two) the implementation plan of business activities;
(3) Description of the venue and sports facilities, equipment and equipment;
(4) A copy of the relevant contract or agreement.

Chapter III Market Management Article 11 Operators must abide by the principle of good faith, ensure the quality of service, and may not resort to deceit or cheat sports consumers. Twelfth in business activities, it is strictly prohibited to exaggerate violence, feudal superstition, and gambling or gambling in disguised form by sports competitions. Thirteenth operators must accept the supervision and inspection of the competent department of sports market, truthfully reflect the situation, provide the materials needed for inspection, and shall not hinder law enforcement officers from performing their official duties. Fourteenth operators shall not employ persons who have not been assessed by the municipal sports market authorities and obtained post certificates to engage in sports coaching, technical training, emergency rescue and other work. Fifteenth operators must charge according to the items and standards approved by the price department. Sixteenth without the approval of the competent department of sports market, sports venues shall not accept sports business activities. Seventeenth without the approval of the competent department of sports market, public stadiums and facilities shall not be used for sports business activities. Eighteenth sports facilities, equipment and equipment used in sports business activities should be kept in good condition to ensure normal use and safety. Nineteenth publishing, broadcasting, setting up and posting advertisements for sports business activities shall be examined by the competent department of sports market and go through the formalities with the relevant departments.
The proportion and location of advertisements in stadiums and gymnasiums should be arranged reasonably. But no tobacco advertisements shall be set up. Twentieth sports market departments should establish a public service system and manage it according to law. Law enforcement personnel in the sports market shall implement the system of qualification examination, training and assessment, and holding certificates. Chapter IV Legal Liability Article 21 Anyone who violates these provisions and commits any of the following acts shall be given a warning by the municipal sports market department and may be fined from 200 yuan to 3,000 yuan.
(a) the use of equipment, equipment and facilities that do not meet the prescribed standards;
(2) Failing to implement safety measures;
(3) Using public stadiums and facilities for business activities without approval;
