Article 3 The sports administrative department of Hangzhou Municipal People's Government (hereinafter referred to as the municipal sports administrative department) is the competent department in charge of the national fitness work in this Municipality. District and county (city) sports administrative departments are responsible for the management of national fitness activities within their respective jurisdictions.
The relevant administrative departments of the people's governments at all levels shall, in accordance with their respective responsibilities, do a good job in the management of national fitness activities.
Sports federations at all levels and various sports associations shall, in accordance with the relevant provisions of the state and under the guidance of sports administrative departments at all levels, organize and carry out national fitness activities. The whole society should care and support the elderly and the disabled to participate in national fitness activities. No organization or individual may use national fitness activities to publicize feudal superstitions or engage in other illegal activities. Seventh people's governments at all levels and their sports administrative departments shall commend and reward the units and individuals that have made remarkable achievements in organizing and carrying out national fitness activities. Chapter II Organization of Fitness Activities Article 8 People's governments at all levels shall, according to the outline of the national fitness plan, organize the formulation of local implementation plans, encourage and guide citizens to actively participate in fitness activities, and promote the development of national fitness activities. Ninth sports administrative departments at all levels are responsible for organizing the implementation of the national fitness program outline and local implementation plan, popularizing scientific fitness methods, implementing physical exercise standards, guiding and supervising the development of national fitness activities. Tenth Township People's governments and sub-district offices shall determine the personnel, organize and coordinate the national fitness activities in their towns and streets. Towns and streets hold at least one special sports activity or comprehensive sports meeting every year.
Community residents' committees should incorporate national fitness activities into the important content of community work, establish and improve community sports organizations, and organize amateur, voluntary, small and diverse national fitness activities according to local conditions.
The villagers' committee shall organize and carry out national fitness activities suitable for rural characteristics.
Advocate people with sports expertise and enthusiasm to participate in organizing and guiding fitness activities. Eleventh schools should set up physical education and health courses in accordance with the relevant provisions of the national education administrative department, and list them as subjects for assessing students' academic performance; Organize broadcast gymnastics and extracurricular sports activities to ensure that students participate in fitness activities no less than 1 hour every day; Implement the national students' physical health standards and strengthen students' physical examination.
The school holds at least one comprehensive sports meeting every academic year. During legal holidays and school holidays, schools should open fitness facilities to students.
Schools should actively create conditions to organize students to carry out swimming activities and master swimming skills. Article 12 State organs, enterprises, institutions, social organizations and other organizations shall, according to the characteristics of their own units, formulate fitness plans and organize various forms of fitness activities such as pre-job exercise and recess exercise in accordance with the principles of adapting to local conditions, adapting to the times, small amount and variety, and paying attention to practical results. Advocate organizing fitness activities on holidays.
Organs and institutions shall actively implement the daily broadcast gymnastics system. Thirteenth citizens to participate in fitness activities, should abide by laws, regulations and rules and regulations of fitness venues, care for sports facilities and fitness environment.

Chapter III Construction of Public Sports Facilities Article 15 People's governments at all levels shall, in accordance with the relevant provisions of the state, incorporate the construction of urban public sports facilities into the recent urban construction plan and the overall land use plan, and make rational layout and unified arrangements.
The land quota for public sports facilities shall be formulated by the land administrative department of the people's government at the same level, the planning administrative department in conjunction with the sports administrative department in accordance with the relevant provisions of the state.
The term "public sports facilities" as mentioned in these Regulations refers to the stadiums and equipment invested or raised by the government to carry out social sports activities and meet the requirements of mass physical exercise or watching sports competitions and athletes' training and competition.
