Second, the existing problems and deficiencies
In recent years, through continuous exploration and practice, the reform of "simplifying administration and decentralizing power, strengthening supervision and improving services" has achieved certain results, but compared with the requirements of superiors, the expectations of the masses and the new objectives and tasks under the new situation, there are still some problems and shortcomings:
(1) supervision during and after the event. The reform has entered the "deep water area" and "attack area", and the situation faced by supervision is more complicated and the supervision is more difficult. The county-level supervision and law enforcement departments have few personnel and heavy tasks, especially those with administrative law enforcement certificates, and the grassroots supervision power needs to be strengthened. At the same time, the supervision after the event is highly professional, and the supervision team not only needs to have the necessary legal knowledge, but also needs to have rich professional work experience. The professional and technical ability training of grass-roots supervision team needs to be strengthened.
(2) data enjoyment. The distribution of information resources is long, lacking unified planning, unified technical guidance and standard constraints in the whole province or the whole city. The information resource sharing mechanism needs to be improved, the information interconnection and resource sharing need to be further coordinated, and the government information data sharing needs the overall planning and construction of provinces, cities and counties.

The supervision and real-time transmission of registration information by relevant industry authorities and relevant examination and approval departments are not timely, and the organic connection between supervision linkage and law enforcement cooperation is also conducive to reform.
(d) The working mechanism needs to be further rationalized. At present, although the "four-in-one" reform of county-level departments of industry and commerce, food and medicine, quality supervision and salt affairs has been completed, the market supervision bureau has been established, the supervision system has been improved, and resource integration has been strengthened. However, under the system of uncoordinated cooperation and multi-level management, the county-level market supervision bureau has to face the leadership of many counterpart business departments in provinces and cities, and its work is complicated. Different regulatory tasks and requirements require different administrative law enforcement services from several municipal bureaus, which increases the difficulty and complexity of the work. At the same time, the supervisory responsibilities and tasks of the higher authorities are issued at different levels, resulting in problems such as "unable to let go, difficult to coordinate" and "too many people and too few things". In addition, it is difficult to effectively unify the workflow and administrative law enforcement. After the commercial reform, the number of market players has increased significantly, and the contradiction between limited regulatory power and unlimited regulatory tasks has become more prominent.
Three. Suggestions on deepening reform, simplifying administration and decentralization, strengthening supervision and improving service

It is difficult to effectively implement the coordinated promotion of county-level post transfer. It is suggested that business departments at all levels strengthen the promotion of "decentralization, strengthening supervision and improving services" to ensure that decentralization is truly implemented. Third, at present, all domestic business supervision service platforms are established by business departments, and their data sharing needs top-down integration. It is suggested that all levels in the province should make overall plans and build together. Fourthly, it is suggested that all provinces and cities should strengthen the construction of government affairs centers, form data interconnection of government affairs centers at three levels of provinces, cities and counties, clarify the departments where government affairs centers are stationed, and unify the standards of matters so that government affairs services can play a greater role. Fifth, it is suggested that the name of the list of powers and responsibilities be standardized in the province to avoid the situation that the names of powers and responsibilities are different in different counties.
