Are gym members assigned to personal trainers or do personal trainers recruit members to sell classes themselves?
In fact, there are both forms. Every coach will have some students who follow him, or fans, and naturally join the buying class with him. Of course, such fans are still a minority, and most coaches still have to rely on the gym to assign their own members to teach. So it is both.
