No major violations of laws and regulations were found in the audit.

(1) Some projects were not implemented strictly according to the budget.

The audit found that the expenditure of special funds for the Universiade in some projects was not strictly controlled, and there were phenomena such as no budget, over budget, over scope and over standard expenditure. The accumulated amount was 1.274, 1.400 yuan; Individual projects were not implemented according to the budget, and some didn't start until after the games. For the above-mentioned procurement projects that violate the centralized procurement regulations, the auditing organ has transferred them to the financial department for handling. Among them, some of the upfront expenses of the Universiade Center project have not won the bid, and the financial department has investigated the responsibilities of relevant units and responsible persons, and other projects are under investigation.

(3) The utilization rate of individual materials is low, and the allocation of individual sponsorship resources is unreasonable.

The audit found that the utilization rate of individual materials was low, such as: 745,500 yuan of oil was purchased for sailing events, but 89,400 yuan was actually used, and the utilization rate was only12.66%; 800,000 yuan of competition bullets were purchased, and 462,800 yuan was actually used, with a utilization rate of 57.85%.

The audit found that the allocation of individual sponsorship resources was unreasonable. For example, Shenzhen Airlines sponsored the Universiade ticket of 6,543,800 yuan+0.5 million yuan. However, due to the imperfect inter-departmental resource allocation mechanism, some event support units did not use sponsored air tickets, and the air tickets were charged separately in the special funds for the Universiade. In addition, the phone bill of 2,624,400 yuan sponsored by China Telecom was not used after the Games, but 2 million yuan was specially arranged for the Universiade special communication expenses such as security and police during the Universiade.

For the above problems, after the Universiade, the assets (materials) disposal team has adopted the audit opinions and properly disposed of them, and the remaining resources (materials) have been arranged for use, without causing asset losses.

(d) Poor management of some projects has led to increased investment.

The audit found that the original pipe casting process of the steel structure project of the main stadium of the Universiade Center could not be realized in the construction process, and the investment was increased by 20 million yuan after adjusting the process; Some steel hinge bearings were strengthened after design review, which increased the cost of rework and slowdown by 5.44 million yuan; In the implementation of fine decoration project, the economy and technology of design and material selection are not sufficient, and the cost of using uneconomical dry-mixed mortar is about 6 million yuan higher than that of conventional wet-mixed mortar.

For the above problems, relevant units have carefully searched for the reasons according to the requirements of audit institutions and improved the corresponding project management system. At present, the rectification work is in progress.
