In order to thoroughly implement the spirit of the 18th National Congress of the Communist Party of China and the Third Plenary Session of the 10th Provincial Party Committee, give full play to the important engine role of new urbanization in expanding domestic demand, stabilizing growth and restructuring, enhance the lasting impetus of Sichuan's scientific development and accelerating development, and promote long-term stable and rapid economic development, we hereby put forward the following opinions on accelerating new urbanization in 20 13 years.

I. General requirements

(1) Job requirements. People's governments at all levels in the province should take comprehensive measures in finance, land, finance and taxation to support residents to improve their living conditions independently. Optimize the layout of schools, rationally allocate educational resources, coordinate the construction of new urban areas and the transformation of old cities, rationally arrange and add schools, enhance the carrying capacity of urban educational resources, incorporate compulsory education for migrant children of migrant workers into urban education development plans, actively promote the equalization of compulsory education within counties, and effectively solve the problem of schooling difficulties for migrant children of migrant workers. Improve the employment and social security service system covering urban and rural areas, strengthen the vocational education and training of migrant workers, and improve the comprehensive quality and employment quality of workers. We will further promote the reform of the medical and health system, strengthen the standardization of professional public health institutions such as disease prevention and control, maternal and child health care, community health service institutions and township hospitals, and ensure that migrant workers enjoy the same medical and health services. A number of cultural and sports facilities, theme parks and urban green spaces will be built to provide leisure, fitness and entertainment places for citizens. The material and intangible cultural heritage has been effectively protected and passed down, and the cultural quality of citizens has been significantly improved.

Third, policy guidance.

(1) Accelerate the reform of the household registration system. Explore the establishment of an agricultural population transfer system and promote the process of population urbanization in an orderly manner. On the basis of reasonably controlling the population size, Chengdu has improved the settlement policy and guided the agricultural transfer population to settle in the city in an orderly manner. Fully liberalize the restrictions on the settlement of all large and medium-sized cities and small towns, attract qualified migrant workers to settle in cities and towns to the maximum extent, and encourage agricultural transfer population to settle in cities and towns nearby. Fully implement the residence permit system for floating population, and accelerate the realization that the holder enjoys the same rights as urban residents in employment, education, medical care and social security.
