Diligence is the way, and "double reduction" is far-reaching. Since July 20021year, the whole city and Qi Xin have worked together to implement the policy of "double reduction", greatly reducing the number of off-campus training institutions for compulsory education, and made progress in stages. Winter vacation is approaching, in order to consolidate the "double reduction" results, prevent the rebound and variation of off-campus training, and effectively reduce the burden of off-campus training for students and parents' economic burden, the following initiatives are issued to the parents of primary and secondary school students in the city:

First, attach importance to children's all-round healthy growth. Establish a scientific concept of parenting, change the tendency of "only achievement" and "only further education", cultivate children's ability of independent learning and independent thinking, follow the laws of education and children's physical and mental growth, rationally determine children's growth expectations, strive to form knowledge of reducing burdens, abandon educational anxiety, and refuse the "involution" of family education. I suggest you take advantage of your holiday to encourage your children to read extensively, exercise, cultivate interests, inherit culture, honor the elderly, get close to nature and work practice, strengthen supervision over children's online behavior, and prevent children from indulging in the internet. Urge children to sleep on time to ensure adequate sleep. Actively communicate with children, care about their physical and mental health, spend more time with children, listen to their ideas, communicate with children more, and establish a good parent-child relationship; Pay close attention to children's emotional and psychological problems, set an example for children, strive to create caring, harmonious neighborhood relations and warm family environment, cultivate children's psychological literacy, strong physique and healthy personality, and promote their healthy and all-round development.

Second, consciously resist illegal training. Holidays are an important stage for children to rest, adjust and develop independently. I hope you can respect the scientific law of children's growth, don't treat holidays as semesters, and give children time and space to think and explore creatively. This winter vacation is the first since the implementation of the "double reduction" policy. I hope you will join us in consolidating the achievements of "double reduction", and don't participate in off-campus training on national statutory holidays, rest days and winter and summer vacations, and don't participate in invisible variation training activities such as "one-on-one" and "one-on-many" and "underground" illegal training in the name of "domestic service", "crowdfunding private education" and "tutoring". Do not let children participate in paid remedial classes organized by in-service teachers; Shall not participate in or accept illegal training activities such as exceeding the standard and strengthening the examination carried out by off-campus training institutions. Resolutely resist some institutions or individuals in the society that carry out discipline training in violation of regulations in the name of trusteeship, consultation and cultural exchange; Resolutely resist illegal training in the name of study tour, research, thinking literacy, Chinese studies literacy, winter camp, etc., or in non-disciplinary training such as science and technology, sports and art.

Third, carefully choose a compliant off-campus training institution. I hope that parents and friends will follow the law of education and the law of children's growth and rationally treat off-campus training behavior. We must not blindly follow the trend and excessively arrange off-campus training for our children. If you really need to participate in non-disciplinary training, you must carefully choose off-campus training institutions that are legal and formal, have standardized training behaviors, have implemented epidemic prevention work in place, and have no potential safety hazards, and participate appropriately according to the actual needs of children. During the winter vacation, children participate in off-campus non-disciplinary training. Parents and friends are invited to sign the Off-campus Training Service Contract for Primary and Secondary School Students (Model Text) jointly formulated by the Ministry of Education and the General Administration of Market Supervision (202 1 Revision) with off-campus training institutions. If it is found that the contract is illegal or the unfair format clauses are used to infringe on the rights and interests of consumers, it may complain to the market supervision department. When parents pay the training fee, the one-time payment time span shall not exceed 3 months or 60 class hours, and the prepayment time shall not be earlier than 1 month before the new class starts. After payment, you should ask for a formal invoice, do not accept invoices, receipts and other "white-stripe" receipts that are inconsistent with the actual content, and pay attention to properly keep the training contract and charging vouchers.

In addition, parents are also invited to assist in social supervision. For in-service teachers who provide paid tutoring services, institutions that carry out discipline training in violation of regulations, "black" institutions and "black" training courses or individuals that hold training without a license, please actively provide clues, report and supervise, cooperate with us to do a good job in supervision and investigation, and create a good atmosphere for prevention and treatment by groups. The "double reduction" work special class in our city will continue to strengthen the governance of off-campus training institutions, carry out special inspections of off-campus training institutions in conjunction with market supervision, public security, fire protection, health and other departments, and blacklist the illegal training institutions found in the inspections, so that violators can "break their promises at one place and be limited everywhere", unite strong synergies and build a good educational ecology.
