The term "civilized behavior" as mentioned in these Regulations refers to the behavior guided by socialist core values, observing socialist morality, respecting public order and good customs, safeguarding citizens' legitimate rights and interests, and promoting social progress. Article 3 The promotion of civilized behavior should adhere to the principles of combining the rule of law with the rule of virtue, advocacy with governance, self-discipline with heteronomy, and rewards and punishments, and build a working pattern of unified leadership by party committees, government implementation, departmental responsibilities, social coordination and public participation. Fourth city and county (District) spiritual civilization construction steering committee to co-ordinate the promotion of civilized behavior within their respective administrative areas, and its subordinate institutions for spiritual civilization construction are responsible for organizing the implementation, guidance and coordination, supervision and inspection, and evaluation. Fifth city and county (District) people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plan and annual plan, and the required funds shall be included in the fiscal budget at the same level.
City, county (District) people's government departments, in accordance with their respective responsibilities, do a good job in the propaganda of civilized behavior.
The Management Committee of High-tech Industrial Development Zone is responsible for promoting civilized behavior within its jurisdiction. Sixth Town People's government, street offices should be civilized behavior publicity into the work schedule, to determine the relevant agencies and personnel responsible for civilized behavior publicity.
Residents' committees and villagers' committees should strengthen the propaganda, education and guidance of civilized behavior and do a good job in propaganda of civilized behavior. Seventh state organs, enterprises and institutions, social organizations, other organizations and citizens should abide by the basic norms of civilized behavior and actively participate in the propaganda of civilized behavior. Article 8 State functionaries, deputies to the National People's Congress, CPPCC members, advanced models and public figures should play an exemplary role in advocating civilized behavior. Chapter II Basic Norms of Civilized Behavior Article 9 Citizens should practice the socialist core values, inherit the traditional virtues of the Chinese nation, respect public order and good customs, and abide by laws, regulations and other norms of civilized behavior. Article 10 Citizens should lead a civilized and healthy life and advocate the following behaviors:
(a) actively participate in reading and fitness, cultivate good habits;
(2) Practice a green and low-carbon lifestyle and save public resources such as water, electricity and gas;
(three) civilized dining, the use of chopsticks, pay attention to table manners, not extravagance and waste;
(4) Green funeral and civilized sacrifice;
(5) handling weddings, funerals and other matters diligently. Eleventh in public places, citizens should abide by the following provisions:
(a) dignified appearance and decent clothes;
(two) do not use foul language, loud noise, and do not use mobile phones or other electronic equipment to interfere with others in the form of audio playback;
(3) Waiting for the service to queue up in turn, which is civilized and polite. Take the elevator first, then go up and down the stairs or walk on the right through overpasses, crosswalks and underground passages;
(4) Keep quiet in hospitals, libraries, memorial halls, museums, theaters and other places without disturbing others;
(five) civilized viewing of cultural performances and sports competitions; Civilized celebration, marketing, entertainment, fitness and other outdoor activities, rational use of venues, facilities, audio, shall not interfere with the normal work and life of others;
(6) Keeping pets in a civilized manner shall not interfere with the normal life of others or endanger their personal safety;
(seven) shall not violate the provisions of the sale and discharge of fireworks;
(eight) in case of emergency, obey the on-site command, cooperate with emergency disposal, and do not gather or watch. Twelfth citizens should take good care of public health and abide by the following provisions:
(1) No spitting and defecation;
(two) do not dump garbage, sewage and feces, and do not discard animal carcasses;
(three) do not throw away peels, packaging materials, scraps of paper, cigarette butts, chewing gum and other wastes;
(four) civilized toilet, keep public toilets clean and tidy;
(5) Do not portray, scribble, spray and other behaviors that affect the appearance of the city in buildings, structures, public facilities, roads and trees in the city, and do not post or hang promotional materials without approval;
(six) do not smoke in non-smoking places or crowded places;
(seven) do not burn leaves, garbage or other wastes in open places and garbage collection containers;
(eight) cover your mouth and nose when coughing or sneezing in public places, and wear a mask when suffering from epidemic infectious respiratory diseases;
(nine) according to the requirements of the prevention and control of infectious diseases, it should cooperate with the inspection and quarantine, isolation treatment and other measures of relevant institutions to provide relevant information truthfully. Thirteenth citizens should travel in a civilized manner and abide by the following provisions:
(1) Pedestrians crossing intersections or roads should take crosswalks or crossing facilities; When crossing a crosswalk with traffic lights, follow the traffic lights; When crossing a road on a section without traffic lights or crosswalks, or crossing a road on a section without crossing facilities, you should pass after confirming safety; Pedestrians are not allowed to cross or lean on road isolation facilities;
(two) the use of lights and speakers in driving a motor vehicle is regulated, and it is not allowed to make a phone call by hand. When crossing the crosswalk, pedestrians should be polite; Slow down when passing through roads with water, mud and dust;
(three) motorcycles and non-motor vehicles running on the prescribed roads, do not rush retrograde, do not illegally carry people, and do not stop and put them in disorder; Wear a helmet when driving or riding a motorcycle or electric bicycle;
(four) when driving or riding a vehicle, you are not allowed to throw objects from the inside to the outside of the vehicle;
(five) take public transport, should consciously queue up, take the initiative to give up their seats for the old, weak, sick, disabled, pregnant and holding a baby; Do not eat food that smells bad;
(six) civilized use, standardized parking of Internet rental bicycles, not discarded, not intentionally damaged;
(seven) when the motor vehicle is parked, it shall not interfere with the passage of others;
(eight) vehicles shall be parked in the parking lot and designated parking spaces in accordance with traffic signs, and shall not occupy sidewalks, barrier-free passages, fire fighting and medical emergency passages, and shall not hinder the normal passage of other vehicles and pedestrians;
(nine) motor vehicles, non-motor vehicle drivers and pedestrians should avoid the police, fire fighting, ambulance, engineering rescue and other vehicles performing emergency tasks.
