Article 1 These Provisions are formulated in accordance with the Working Rules of Baicheng Municipal People's Government in order to strictly observe organizational discipline, standardize the behavior of members of the municipal government going out and strengthen the management of members of the municipal government.
Article 2 The term "going out" as mentioned in these Provisions refers to the behavior of the members of the municipal government (including the principal persons in charge of the institutions directly under the municipal government) going abroad on business or for personal reasons on working days or holidays (except for going home for holidays in different places).
Chapter II Request for Instructions Report
Article 3 When members of the municipal government leave the administrative area of Baicheng City on business or for personal reasons, they shall abide by the following provisions: (1) Vice Mayor, Assistant Mayor and Secretary General shall report to the mayor for approval when they go out; (two) the deputy secretary general of the municipal government and the main person in charge of the department should go out and ask the deputy mayor for approval.
Article 4 Members of the municipal government who go out on business must ask for instructions in writing 3 days ago. The explanation should be true and specific, detailing the purpose, specific tasks, time, route and place, main activities and arrangements, accompanying personnel, sources of funds and expenditure items. , and attach the relevant documents organized by the higher authorities. Go out for personal reasons and ask for instructions orally. Don't go out without permission.
Fifth members of the municipal government must ask for approval if they need to return late when they go out. Leading cadres should also report to their superiors in time when they encounter major events when they go out and handle them properly. After completing the task on business trip, you should report the work to the leader truthfully in time within 3 days.
Chapter III Disciplinary Requirements
Sixth members of the municipal government to go out to implement the leave system. Go out without approval, give informed criticism, and deal with it in accordance with the Civil Service Law of People's Republic of China (PRC) and other relevant regulations.
Seventh members of the municipal government should strictly abide by the prescribed time, place and route when going out on business. During business trip or going out for personal reasons, the mobile phone must be turned on 24 hours to ensure contact at any time.
Eighth members of the municipal government go out on business in one of the following acts, all expenses; If the circumstances are serious, informed criticism will be given: (1) bringing family members' children or adding accompanying personnel at will; (two) take the opportunity to visit relatives and friends, travel or visit cities and regions; (three) to change the round-trip route and extend the time of going out without reason; (four) to participate in high-consumption entertainment and fitness activities paid by public funds in violation of regulations; (five) to participate in meetings, inspections, celebrations, learning, seminars, training and other activities unrelated to the work of the government and departments.
Chapter IV Supplementary Provisions
