General secretary XXX profoundly pointed out: in all public security work, team building is fundamental and also a guarantee. Paying attention to the regularization of the team is one of the highlights of the "Twenty Gong". The 20th National Congress of the Communist Party of China put forward that public security organs at all levels must put the regularization of the ranks in a more prominent position as the top priority of the construction of the public security ranks. With greater determination, we will take more effective measures to push the regularization of the contingent to a new level. Strengthening the regularization of the public security team and implementing unified, standardized and strict management of the public security team are not only determined by the nature, tasks and work characteristics of the public security organs, but also an important prerequisite for promoting the formation of a good police style, improving the overall quality and combat effectiveness of the public security team and ensuring strict, fair and civilized law enforcement. Connecting with the reality of xx Public Security Bureau, this paper probes into some experiences in the regularization construction of the public security team.
The leaders of some public security organs and the police do not have a good understanding of regularization. First, some local public security organs narrowly understand regularization as hardware construction, thinking that if the hardware construction index goes up, the regularization construction will reach the standard, thus ignoring the important role of the decisive factor of "people"; Second, although some units have standardized facilities and unified standards, they have formulated various rules and regulations, but they focus on coping with the inspection and evaluation of superiors, putting on airs and taking formalism; Third, there are serious blindness and blind obedience in the regularization construction of a few public security organs; Fourth, some pay more attention to the short-term than the long-term, and do not regard it as a long-term mechanism for the construction of the public security team; Fifth, some local public security organs have a one-sided understanding of the regularization construction. As long as there are no problems in the ranks and there are no internal cases of violation of law and discipline, the regularization construction is done well. Therefore, to strengthen the regularization of the ranks, it is necessary to comprehensively study and profoundly understand the spirit of the "Twenty Articles", solve the understanding problems of leaders at all levels and the general police, so that the general police can unify their thinking, improve their understanding and keep up with the pace; Second, we should have a clear goal and know what the standard of regularization construction is; Third, to strengthen the regularization of the contingent, we should not only summarize, standardize and innovate the management system and mode of the public security contingent, but also keep pace with the times according to the changes of the social environment and public security situation, constantly expand the connotation of the regularization of the contingent, formulate effective measures in combination with actual research, and earnestly grasp the regularization of the contingent, which is the key to successfully realize the regularization goal.
Two, in strengthening the regularization of the team, the key links to be grasped and the outstanding problems to be solved urgently.
(1) Strengthen the ideological construction of the team and put ideological and political construction in a prominent position.
Although public security organs at all levels have adopted many methods and measures in team building, such as "three stresses education" and "three educations" and "implementing the 16th National Congress of the Communist Party of China, building a well-off society in an all-round way, what should the public security organs do", taking ideological and political education and the construction of political and legal police officers as the guide, they have made efforts to improve and perfect all aspects of public security organs' work. However, there are still problems that cannot be ignored in the construction of public security team. The existence of the problem is not only related to the overall image of the public security organs, but also related to the cohesion and combat effectiveness of the whole team. Therefore, strengthening and improving the ideological and political work of public security organs is an inherent urgent requirement to solve the outstanding problems existing in the public security team and effectively improve the overall quality and combat effectiveness of the team.
⑵ To do a good job in the regularization of the public security team, we must firmly grasp the decisive factor of "people" and solve the fundamental problem of team building from three aspects: First, strengthen the quality. We must take improving the overall quality of the police as the primary task. The second is to set rules. Grass-roots public security organs should further establish and improve various rules and regulations while conscientiously implementing existing laws and public security regulations. The third is strict supervision. It is necessary to continuously extend the connotation of supervision, including not only the supervision of law enforcement, but also the supervision of personal style and service attitude, not only within eight hours, but also beyond eight hours. We should extend the tentacles of supervision to all aspects of public security work and the police force. Through internal and external supervision, we will strive to form a strong supervision force to ensure the healthy development of the regularization of the public security team.
(3) The regularization of public security forces must take the road of legal system.
The "20 Gong" summarized the basic contents of the regularization of the public security team as "four unifications and five norms", namely, unified examination system, unified training standards, unified discipline requirements, unified grooming standards, standardized organizational setup, standardized job sequence, standardized staffing management, standardized law enforcement responsibilities and standardized behavior. To realize the above-mentioned "four unifications and five norms", we must manage the public security team with laws and systems, build the public security team with standards, and gradually put the public security team on the track of legalization.
In practice, there are some problems in some places, such as unscientific institutional setup, unclear powers and responsibilities, overlapping functions, low work efficiency, and weak guarantee. In particular, there are many problems in the internal organs of public security organs, such as irregular setting and confusing names. Formulating the Regulations on the Organization and Management of Public Security Organs is the primary task of public security legislation this year.
Third, measures to strengthen the regularization of the ranks:
(1) Take the Party Committee's attention as an opportunity to strengthen the overall construction of the team.
Xx Farm Party Committee has achieved "four guarantees" for public security work. First, ensure that the public security bureau is equipped with a strong leadership team in accordance with the requirements of the superior indicators, so as to achieve a reasonable division of labor and unity and cooperation; The second is to ensure full support for public security work in material and financial resources; The third is to ensure that influential party Committee leaders personally ask questions, listen to reports in person, and go to the scene in person. The fourth is to ensure that police officers' wages are paid in full, and personal injury accidents and physical examinations are insured for three consecutive years to ensure that police officers have no worries. ⑵ Take the "Five Banners" promulgated by the Ministry of Public Security as an opportunity to strengthen the construction of team style.
Since the Ministry of Public Security promulgated the "Five Banners", a mobilization meeting has been held for all police officers and their families to implement the "Five Banners" and a strict implementation plan has been formulated. Signed a letter of responsibility with all police officers and their families, clarifying the responsibility system of paying attention to the overall situation, deputy to the front line, and district captain to police officers. Ensure that all police officers have "five prohibitions" cards, so as to achieve the purpose of familiarity and strict compliance. Through more than a year's practice, the sub-bureau strictly abides by the "five prohibitions" and consistently. Really don't drink at work, mind your own mouth, don't participate in gambling inside and outside the bureau, mind your own hands, strictly enforce the regulations on gun control and police car use, and mind your own property. At the same time, we have grasped the signs and investigated hidden dangers, strengthened discipline inspection and supervision, and achieved remarkable results.
(3) Take the physical training of police officers as an opportunity to strengthen the construction of team culture.
In May this year, the xx Public Security Bureau asked all police officers to do morning exercises for one hour every morning, and to purchase sportswear and camouflage uniforms in a unified way. During the morning exercise, the branch leaders personally took the lead, and the uniform team added a beautiful landscape to the farm area. In addition, every Saturday afternoon, the P.E. teacher of Grade Three is invited to instruct Tai Ji Chuan and the practice of catching enemy boxing. Through a series of physical training, the physical quality of police officers has been improved obviously, and they are full of energy and energy at work. Last year, a case of cattle theft by a large gang was detected, and more than a dozen policemen responded early, quickly, panting and weak when chasing the suspect. Before several suspects ran away, I caught them not far away. With the concern of the farm party committee, our bureau rebuilt the gymnasium, library and shower room, and launched calligraphy competitions, basketball, volleyball and badminton friendly matches, which enriched the cultural life in the intense and orderly work.
(4) Strengthen the internal management of public security organs and the construction of window units to improve service quality.
In accordance with the requirements of the "Twenty Comrades", especially the requirements of the Ministry of Public Security that people should be spiritual, things should be neat, words should be cordial and things should be fair, we should improve a set of systems related to housing management and serving the masses, organically combine housing management with serving the masses, constantly introduce more new measures to facilitate the people and benefit the people, consciously accept the supervision of the masses, and comprehensively promote the standardized construction of housing management and serving the masses in public security organs.
5. Further improve the education and training of public security police.
At the beginning of the year, xx police made an education and training plan. The content of education and training is the whole content of learning police skills and physical training through political theory and business. Seriously study the outstanding problems existing in the education and training of public security police at work, and effectively combine education and training with police actual combat and personnel system reform. Establish an incentive and agreement mechanism to improve education and training.
Four, the long-term planning and countermeasures of the construction of public security team
The regularization of the ranks is a long-term systematic project. In the process of regularization, we should first make overall planning and implement it step by step. We can't let the regularization construction be completed in a few months or a year or two, and let it become a mere formality. In planning and implementation, we should grasp four relationships. First, we should closely combine long-term goals with short-term goals. According to the existing conditions, adjust measures to local conditions, base ourselves on the present and focus on the future, prioritize and advance in an orderly manner, and the other is the relationship between the whole and the part. The content of team regularization construction is very extensive. In practice, we should correctly handle the relationship between the whole and the part. On the basis of comprehensively promoting the "four unifications" and "five norms" put forward by the Twentieth National Congress, we should combine the reality and highlight the key points, so that all components of standardization construction will show an alternating upward trend. Thirdly, the relationship between software and hardware. The hardware of the team regularization construction refers to the physical carrier part of the regularization construction, including the external environment and facilities, and the software includes the system and mechanism, rules and regulations, management and services, procedures and operations, ideas and concepts. In the process of standardization construction, we should take hardware construction as the basis, software construction as the focus and standardized operation as the goal. The fourth is the vertical and horizontal relationship. The so-called vertical refers to the implementation and execution of regularization among public security organs at all levels with subordinate relations. The so-called horizontal is the standard problem for the public security organs at the same level to carry out regularization construction. When implementing the relevant provisions of "vertical", we should not make them neat blindly, but make appropriate amendments on the basis of grasping the overall principles and combining the actual differences in "horizontal".
In a word, a set of standardized management system with its own characteristics should be established, and through long-term education, training and exercise, standardization construction will truly become the conscious code of conduct of public security organs and police, thus pushing the standardization construction of the contingent to a new level.
