In order to thoroughly implement China's national strategy of national fitness and health, and ensure the institutionalization and standardization of the planning, construction and management of supporting sports facilities in newly-built residential areas in urban areas, recently, Linyi Sports Bureau took the lead in drafting and issuing the Detailed Rules for the Construction and Management of Supporting Sports Facilities in Newly-built Residential Areas in Linyi City (hereinafter referred to as the Detailed Rules), which provided specific prescriptions for the construction and management of supporting sports and fitness facilities in newly-built residential areas in urban areas.

The detailed management rules clarify the specific work responsibilities and processes of each department, and stipulate that the natural resources and planning departments should incorporate the investment and standards of the development and construction units into the planning conditions. Before land transfer, the housing and urban-rural construction department should send a letter to the sports department to solicit opinions on the allocation of sports facilities, and the administrative examination and approval service department will take the opinions on construction conditions as the contents of the announcement document of land transfer, and write them into the contract for the transfer of state-owned construction land use rights after land transfer. When the development and construction unit submits the design scheme of residential area construction project for the first time, it also submits the construction content of sports facilities. The natural resources and planning department is responsible for reviewing whether the land for outdoor sports facilities and the indoor construction area meet the specified requirements, and issuing the general plan after passing the examination. The administrative examination and approval service department can only issue the planning permit for residential area construction project after the first phase of land use is implemented with supporting rooms for indoor sports facilities. At the same time, the "Management Rules" clarified the residential area projects developed by stages, and the supporting sports facilities were completed and put into use together with the first phase of residential area construction.

In terms of comprehensive acceptance, the management rules stipulate that the sports department, as a member of comprehensive acceptance of real estate development projects, is responsible for the acceptance of sports facilities. If the acceptance is unqualified, the sports department will put forward rectification opinions and make rectification within a time limit, and then conduct acceptance after the rectification is completed. Acceptance, the sports department issued an acceptance notice and acceptance certificate, and handed over to the local sports department for supervision.

In terms of construction standards, the "Management Rules" clarified that the per capita outdoor sports land area of newly-built residential areas should reach more than 0.3 square meters, and the per capita indoor construction area should reach more than 0. 1 square meter. The specific requirements for the identification of indoor fitness places are clarified, which are divided into three levels: A, B and C according to the environment and safety, equipment and facilities, maintenance and service level. Outdoor fitness venues should build more than three types of activity venues, and scientifically and reasonably equip outdoor fitness equipment according to the standard of not less than 10 pieces of equipment per 100 square meters. The construction of venue facilities should fully consider the use needs of special groups such as children, the elderly and the disabled.
