The plan covers the whole territory of Beijing and Zhangjiakou, fully integrates the major national strategies such as the coordinated development of Beijing-Tianjin-Hebei, promotes the comprehensive utilization and low-carbon operation of Olympic venues, and strives to build an international model for the use of Olympic venues after the games, an international ice and snow sports leisure tourism resort, a demonstration area for the construction of a national fitness service system and a model for the integration of sports, culture and tourism.
Promoting the Olympic dividend to benefit the people and realizing a wider range of development is an important focus and starting point of the plan. The plan puts forward four specific measures: First, popularize ice and snow sports, adhere to the integrated development of competitive sports and mass sports, carry out mass ice and snow activities such as mass ice and snow sports experience and happy ice and snow season, establish and improve the policy system for ice and snow sports development, and build a demonstration area of "driving 300 million people to participate in ice and snow sports". The second is to optimize the supply of national fitness services, promote the opening of Olympic venues to the society and improve the services of Olympic venues, transform and improve the hardware facilities of venues, support the creation of a number of sports service complexes with distinctive characteristics, perfect functions and good benefits, fill in the shortcomings of national fitness facilities, and create a demonstration area for the construction of national fitness public service system. The third is to promote the spread of Olympic culture and build an Olympic theme museum integrating cultural display, scientific and technological experience and popular science research. Accelerate the construction of Beijing Winter Olympic Park and Yanqing Olympic Park, and expand the space for public cultural activities. The fourth is to upgrade consumption patterns, actively cultivate new consumption hotspots such as customized consumption, experience consumption, smart consumption and fashion consumption, and meet the new needs of people's consumption upgrading.
