In order to implement the Outline of the Twelfth Five-Year Plan for National Economic and Social Development and the Outline of the National Fitness Program (20 10-2020), meet the people's growing demand for public sports facilities and services, promote national fitness activities and improve the health quality of the whole nation, the National Development and Reform Commission and the State Sports General Administration recently jointly issued the Twelfth Five-Year Plan.
With the overall goal of "per capita sports ground area 1.5 square meters or more", the Plan puts forward that "where conditions permit, all counties basically have public sports venues", "more than 50% of counties (cities, districts) have national fitness activity centers" and "more than 50% of streets (towns)". The main construction tasks, financing channels and related safeguard measures are defined, and a special chapter is set up to set clear requirements for the scope, time and fees of public sports facilities to ensure their public welfare nature.
