Decision of Yiyang Municipal People's Government on Further Decentralizing Municipal Economic Management Authority to the Park

In order to continuously promote decentralization, optimize the economic development environment of the park, and promote the transformation, upgrading and innovative development of the industrial park, the Municipal People's Government decided to delegate some municipal-level economic management authority to Yiyang High-tech Development Zone, Heshan Longling Industrial Concentration Zone (including Henglong New District), Ziyang Changchun Economic Development Zone and Changsha-Zhuzhou-Xiangtan Urban Agglomeration.

All relevant departments directly under the municipal government should fulfill their main responsibilities, strengthen the follow-up guidance on the decentralization authority of their own departments, clarify the scope of authorization, organize the parks that undertake the authority to carry out business training, strengthen the connection of work, establish and improve the supervision mechanism, and avoid a regulatory vacuum. Park Management Committee should strengthen communication and coordination with the departments directly under the municipal government in accordance with the principle of consistency of powers and responsibilities, do a good job in undertaking the implementation of delegated authority according to law, improve the working mechanism, formulate the approval process, and dynamically publicize information to ensure that delegated authority can be accepted and used well.
