Encourage social capital to enter the field of sports industry, build sports facilities, develop sports products and provide sports services. Further broaden the investment and financing channels of the sports industry, support qualified sports products, services and other enterprises to go public, and support qualified enterprises to issue non-financial corporate debt financing tools such as corporate bonds, corporate bonds, short-term financing bills, medium-term bills, SME collective bills, and SME private debt. Encourage all kinds of financial institutions to actively develop new products and explore new businesses on the basis of controllable risks and sustainable business, and increase credit varieties suitable for small and medium-sized micro-sports enterprises. Support opening wider to the outside world and encourage foreign investment in sports industry. Promote and apply various modes such as cooperation between government and social capital to attract social capital to participate in the development of sports industry. The government guides social capital to invest in the establishment of sports industry investment funds. Where conditions permit, special funds for sports development can be set up, and qualified enterprises and social organizations can be given project subsidies, loan interest subsidies and incentives. Encourage insurance companies to launch diversified insurance products around the needs of fitness and leisure, competition performances, venue services, outdoor sports and so on.
(2) Improve the fitness consumption policy.
Governments at all levels should include the funds for national fitness in the financial budget and make it adapt to the growth of the national economy. It is necessary to increase investment and arrange investment to support the construction of sports facilities. It is necessary to arrange a certain proportion of sports lottery public welfare funds and other financial funds, actively support mass fitness consumption through government purchase of services, encourage public sports facilities to be opened free of charge or at low fees, and guide business entities to provide public sports fitness services. Encourage and guide enterprises, institutions, schools and individuals to buy sports injury insurance. Further study the preferential policies to encourage people's fitness consumption.
(3) Improve the tax and fee price policy.
Fully consider the characteristics of the sports industry, and incorporate supporting technologies such as sports services and commodity manufacturing into high-tech fields supported by the state. For sports enterprises recognized as high-tech enterprises, corporate income tax shall be levied at a reduced rate of 15%. Social organizations providing sports services that meet the conditions for non-profit organizations to be exempted from enterprise income tax shall enjoy relevant preferential policies according to law. Eligible advertising expenses incurred by sports enterprises can be deducted before tax if they conform to the provisions of the tax law. Implement the pre-tax deduction policy for creative and design fees of qualified sports enterprises. Business tax shall be levied at a reduced rate of 3% for enterprises engaged in cultural and sports industries. Encourage enterprises to donate sports clothes, equipment and equipment to support the development of sports in poor areas and rural areas. Donations to sports undertakings that meet the requirements of tax laws and regulations shall be deducted when calculating taxable income in accordance with relevant regulations. Property and land occupied by sports venues can enjoy property tax and urban land use tax concessions. The price of water, electricity, gas and heat in gymnasiums and other fitness places shall not be higher than the general industry standard.
(4) Improve the planning layout and land policy.
All localities should incorporate the land for sports facilities into urban and rural planning, overall land use planning and annual land use plans, and rationally arrange land demand. Newly-built residential areas and communities shall be equipped with mass fitness-related facilities in accordance with relevant standards and norms, with an indoor per capita construction area of not less than 0. 1 m2 or an outdoor per capita land area of not less than 0.3 m2, and shall be designed, constructed and put into use simultaneously with the main project of residential areas. Where there are no mass fitness facilities in the old city and built residential areas, or the existing facilities do not meet the requirements of planning and construction indicators, they should be improved through transformation and other means. Make full use of country parks, urban parks, public green spaces and urban open spaces to build mass sports facilities. Encourage grassroots community cultural and sports facilities to build and share. Support enterprises and units to set up sports facilities in the old city and built residential areas by using the existing real estate and construction land obtained by the original allocation method, and continue to use land by allocation for non-profit sports facilities projects that meet the catalogue of allocated land; Operating sports facilities that do not conform to the Catalogue of Allocated Land, which have been in operation for more than one year, can go through the formalities of land use by agreement.
(5) Improve personnel training and employment policies.
Encourage qualified colleges and universities to set up sports industry majors, focusing on training sports management, creative design, scientific research, intermediary and other professionals. Encourage multi-party investment, carry out all kinds of vocational education and training, strengthen school-enterprise cooperation, cultivate compound sports industry talents through multiple channels, and support retired athletes to receive re-employment training. Strengthen international exchanges and cooperation in the training of sports industry talents, strengthen theoretical research on sports industry, and establish a sports industry research think tank. We will improve the multi-level talent reward system that complements the government, employers and society, and reward and subsidize talents such as creative design, independent research and development, and management. Strengthen business incubation and study the support policies for innovative and entrepreneurial talents. Encourage retired athletes to engage in sports industry. Encourage streets and communities to hire sports professionals to engage in mass fitness guidance.
(6) Improve the policies for the development, protection and innovation of intangible assets.
Strengthen the development of intangible assets such as sports organizations, stadiums, sports events and activities through titles, cooperation, sponsorship, advertising and franchising, and improve the level of creation, utilization, protection and management of intangible assets. Strengthen sports brand building, promote sports enterprises to implement trademark strategy, develop sports products with high technology content and independent intellectual property rights, improve the added value of products and enhance market competitiveness. Promote the creativity and design development of sports derivatives and promote the development of related industries. Make full use of existing scientific and technological resources, improve the scientific research platform system in the field of sports industry, and strengthen the construction of enterprise R&D centers and engineering technology research centers. Support enterprises to unite universities and scientific research institutions to establish a collaborative innovation mechanism in Industry-University-Research and build a strategic alliance for industrial technology innovation. Support qualified sports enterprises to take the lead in undertaking scientific research projects such as various scientific and technological plans (special projects and funds). Improve the transformation mechanism of sports technical achievements, strengthen the application and protection of intellectual property rights, and promote the industrialization of scientific and technological achievements.
(7) Optimize the market environment.
Study and establish a sports industry resource trading platform, innovate the market operation mechanism, and promote the fair, just and open circulation of resources with trading conditions, such as the right to host events, the right to broadcast events, the right to broadcast athletes and the development of intangible assets. According to the market principle, the income distribution mechanism of sports event broadcast should be established to promote the common development of multiple participants. Relax the restrictions on the right to broadcast sports events. All kinds of sports events at home and abroad except the Olympic Games, the Asian Games and the World Cup can be directly purchased or broadcast by TV stations. Strengthen the management of security services, improve the standards of security services for sports events and activities, actively promote the socialization of security services, further promote fair competition, and reduce the costs of events and activities.
Two. Supervision of the National People's Congress
(1) Improve the working mechanism.
Promote all localities to incorporate the development of sports industry and the promotion of sports consumption into the national economic and social development plan, into the important agenda of NPC legislation, and establish a coordination mechanism for the development of sports industry with the cooperation of development, reform and sports departments. All relevant departments should strengthen communication and coordination, cooperate closely, form a joint effort, analyze the development and existing problems of the sports industry, study various policies and measures to promote the development of the sports industry, and conscientiously implement the relevant tasks of the development of the sports industry. (2) Strengthen industry management.
Improve the relevant laws and regulations of the sports industry, speed up the revision of the Sports Law of the People's Republic of China, and clean up and abolish laws and regulations that do not meet the requirements of reform. Improve the classification standards and statistical system of sports and related industries. Establish an evaluation and monitoring mechanism and publish a research report on the sports industry. Vigorously promote the standardization of sports industry and improve the standardization level of sports industry in China. Strengthen the international cooperation and exchange of sports industry. Enrich the labor force of sports industry. Strengthen the integrity construction of sports organizations, sports enterprises and employees, and strengthen competition and discipline construction.
(3) Strengthen supervision and implementation.
People's congresses at all levels should formulate specific implementation opinions and supporting documents in light of the actual situation. The Development and Reform Commission and the General Administration of Sport shall, jointly with relevant departments, conduct supervision, inspection and follow-up analysis on the implementation of this opinion.
