Regulations of Tangshan Municipality on National Fitness
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Sports Law of the People's Republic of China and the Regulations of People's Republic of China (PRC) Municipality on Cultural and Sports Facilities, in combination with the actual situation of this Municipality, in order to promote the development of fitness activities of citizens in this Municipality and enhance the physical fitness of the whole people. Article 2 These Regulations shall apply to the national fitness activities and their management within the administrative area of this Municipality. Article 3 The term "national fitness activities" as mentioned in these Regulations refers to various mass physical fitness activities aimed at improving the physical and mental health of all citizens. The term "public fitness facilities" as mentioned in these Regulations refers to buildings, venues and equipment such as squares, cultural and sports activity stations, stadiums (gymnasiums), swimming pools, gymnasiums, fitness paths, fitness parks, etc., which are invested and built by people's governments at all levels or social forces and sports lottery public welfare funds and open to the public for fitness activities. Fourth national fitness activities should be amateur, voluntary, small and diverse, and follow the principle of adapting measures to local conditions, science and civilization. It is strictly forbidden to engage in feudal superstition and cult activities by using national fitness activities and public fitness facilities. Fifth city and county (city) people's governments shall lead the national fitness work in their respective administrative areas, and incorporate the construction of public fitness facilities and national fitness work into the national economic and social development plan. City, county (city) District People's government sports administrative department in charge of the national fitness work within their respective administrative areas.

Other relevant departments shall, in accordance with their respective responsibilities, cooperate with the sports administrative department to do a good job in national fitness. Sixth city, county (city) District People's government should arrange certain funds in the fiscal budget at the corresponding level to promote the development of national fitness activities, and increase the capital investment in national fitness activities year by year.

Encourage villagers' committees, residents' committees, organs, enterprises, institutions, social organizations and other organizations to raise funds to develop sports undertakings and carry out fitness activities. Encourage units and individuals to invest, sponsor or donate funds to develop national fitness activities. Seventh city, county (city) District People's government shall commend or reward the units and individuals that have made remarkable achievements in organizing and carrying out national fitness activities. Chapter II Fitness Activities Article 8 The week of June 10 every year is the "National Fitness Week" of this Municipality. During the fitness week, cities, counties (cities) and districts should carry out nationwide fitness publicity and education and organize related fitness activities in light of local conditions. Ninth radio, television, Internet and other media should set up special topics or columns on national fitness activities, and regularly publicize scientific, civilized and healthy sports fitness activities, projects and methods. Tenth township (town) people's government and street offices are responsible for organizing and coordinating the national fitness activities in this area.

Villagers' committees and residents' committees may establish fitness centers, strengthen the construction of the backbone team of fitness activities, and organize villagers and residents to carry out small and diverse fitness activities according to their respective characteristics.

All kinds of sports associations or grass-roots sports organizations at all levels shall organize and coordinate national fitness activities in accordance with the principles of amateur, voluntary and local conditions. Eleventh municipal comprehensive sports games are held every four years, and county (city) district comprehensive sports games are held every two years.

The municipal comprehensive sports meeting for workers, farmers, ethnic minorities, teenagers, disabled people and other specific groups is held every four years. Towns and streets can hold various forms of sports meetings irregularly according to local conditions. Article 12 Relevant government departments and social organizations such as trade unions, women's federations, the Communist Youth League and the Disabled Persons' Federation shall, according to their own characteristics, organize sports and fitness activities for corresponding groups. Thirteenth schools should set up physical education class in accordance with the provisions of the administrative department of education, ensure that students participate in sports activities every day for not less than the time stipulated by the state, and monitor students' physical fitness according to the standards of students' physical health. The school holds at least one school-wide sports meeting every academic year, and appropriately increases the number of collective sports. Fourteenth kindergartens should carry out fitness activities suitable for children's characteristics on the premise of ensuring safety. Fifteenth state organs, enterprises and institutions, social organizations and other types of employers should be combined with the actual situation of their own units, to develop sports fitness plans, to provide convenient conditions for fitness activities.

The employer shall, on the premise of not affecting the work and production, organize pre-job exercise or interval exercise and other forms of fitness activities, and may also use holidays to carry out other forms of fitness activities. Sixteenth citizens to carry out fitness activities, should abide by the public order and the management system of fitness venues, and shall not damage fitness facilities, and shall not affect the normal work and life of others. Seventeenth the implementation of social sports instructors technical grade system. Personnel engaged in sports fitness guidance services shall obtain the technical grade certificate of social sports instructors.

The services provided by social sports instructors shall not exceed the project scope approved by the certificate.

Operating sports fitness service units shall employ personnel with technical grade certificates of social sports instructors to engage in sports fitness guidance. Chapter III Fitness Facilities Article 18 The municipal and county (city) people's governments shall determine the number, scale, types and layout of public fitness facilities according to the local economic and social development level, population structure, environmental conditions and the needs of national fitness activities, and the site selection shall conform to the principles of concentrated population and convenient transportation.

The planning and construction of public fitness facilities should take into account the needs of special groups such as the disabled.
