Disabled people are a large number of social groups with outstanding characteristics and special needs for help. There are more than 83 million disabled people in China, involving 260 million family members. Especially since the reform and opening up, a series of important measures have been taken to promote the continuous development and growth of the cause of the disabled. The environment and conditions for disabled people to participate in social life have been significantly improved, and their living standards and quality have been continuously improved. However, we must be soberly aware that the cause foundation of the disabled in China is still relatively weak, the social security policies and measures for the disabled are still not perfect, and there are still many difficulties for the disabled in basic living, medical and health care, rehabilitation, education, employment and social participation, and the overall living conditions are far from the social average. Some localities and departments do not pay enough attention to the development of the cause of the disabled, some people do not have a strong sense of helping the disabled, and discrimination against the disabled and infringement of their rights and interests occur from time to time. Promoting the development of the cause of the disabled and improving their situation have become an important and urgent task in building a well-off society in an all-round way and building a harmonious socialist society.
(two) to understand the significance of promoting the development of the cause of the disabled. (3) Clarify the general requirements for promoting the development of the cause of the disabled. Two. Strengthen medical rehabilitation and disability prevention for the disabled.
(four) to ensure that the disabled enjoy basic medical and health services. The basic medical and health service system covering urban and rural residents should provide safe, effective, convenient and cheap services for the disabled. The disabled will be included in the basic medical insurance for urban workers, the basic medical insurance for urban residents and the new rural cooperative medical system, and the relevant government subsidy policies for medical security for the disabled will be implemented and improved. Gradually incorporate qualified medical rehabilitation projects for the disabled into the basic medical insurance for urban workers, the basic medical insurance for urban residents and the new rural cooperative medical system to ensure the medical rehabilitation needs of the disabled. The urban and rural medical assistance system should focus on the poor and disabled. Do a good job in the connection between social medical insurance and medical assistance for the disabled.
(5) Improve the safeguard measures for rehabilitation services for the disabled. Incorporate the rehabilitation of the disabled into the national basic medical and health system and the content of primary medical and health services, and gradually realize that everyone with disabilities enjoys rehabilitation services. Vigorously carry out community rehabilitation, promote rehabilitation into the community and serve the family. Continue to implement national key rehabilitation projects and focus on solving the outstanding problems of rehabilitation difficulties for poor disabled people in rural and remote areas. Formulate and improve rehabilitation measures for the disabled, and subsidize the basic rehabilitation needs of the poor disabled, such as rehabilitation training and adaptation of assistive devices. Give priority to the rescue, treatment and rehabilitation of disabled children, subsidize the rehabilitation of poor disabled children, and study and establish a rehabilitation and assistance system for disabled children. Support the research and application of rehabilitation science and technology for the disabled and improve the quality and level of rehabilitation.
(6) Establish and improve the disability prevention system. Formulate and implement the National Action Plan for Disability Prevention, establish a perfect socialized prevention network, and form a disability prevention mechanism with accurate information, scientific methods, perfect management and effective monitoring. We will extensively carry out three-level prevention work based on community and focusing on primary prevention. Improve the quality of the birth population, carry out mental health education and health care, attach importance to the prevention of mental disability, do a good job in supplementing iodine and improving water, and strengthen measures such as safe production, labor protection and traffic safety to effectively control the occurrence and development of disability. Formulate national disability standards, establish a disability reporting system, and strengthen information collection, monitoring and research. Popularize knowledge of disability prevention and raise public awareness of disability prevention.
Three. Guarantee the basic life of the disabled.
(seven) to do a good job in life assistance for the disabled. In accordance with the requirements of key security and special assistance, study and formulate social security policies and measures aimed at the special difficulties and needs of the disabled. We will further improve the living assistance policies such as the minimum living guarantee for urban and rural residents and the five guarantees for rural residents, and ensure that eligible poor disabled people enjoy the minimum living guarantee for urban and rural residents and related living assistance benefits. Efforts will be made to solve the basic living security problems of families with special difficulties such as severe disabilities, multiple disabilities in one household, and the integration of the elderly and the disabled, and do a good job in family life assistance for low-income disabled people. Arrange and take good care of disabled soldiers. Accelerate the implementation of the renovation project of dilapidated houses for poor disabled families in rural areas, and give priority to poor disabled families in the urban low-rent housing policy and the renovation plan for dilapidated houses in rural areas.
(eight) improve the social insurance policy for the disabled. Strengthen supervision and inspection to ensure that urban disabled workers participate in basic pension, unemployment, work injury and maternity insurance according to regulations. We will implement the subsidy policy for urban poor disabled people to participate in basic old-age insurance by self-employment, and encourage and organize self-employed disabled people to participate in social insurance. Pilot areas help rural disabled people to participate in rural social endowment insurance.
(9) Developing social welfare and charity for the disabled. Improve the social welfare policy for the disabled, gradually expand the scope of social welfare for the disabled, and appropriately raise the level of social welfare for the disabled. Pay attention to welfare services for the elderly and disabled children. Governments at all levels shall, in accordance with the purpose of using the lottery public welfare fund, gradually increase the strength of the lottery public welfare fund to support the cause of the disabled. Encourage social donations and support the development of social welfare and charity for the disabled.
Fourth, promote the all-round development of the disabled.
(10) Develop education for the disabled. Encourage special education, strengthen the construction of teachers and improve the quality of special education. Improve the student aid policy for disabled students and ensure that disabled students and children from disabled families receive free compulsory education. Develop preschool rehabilitation education for disabled children, accelerate the development of special education in senior high schools, and encourage and support ordinary colleges and universities to offer special education majors. Gradually solve the education problems of children and adolescents with severe physical disability, severe intellectual disability, blindness, deafness, cerebral palsy, autism and other disabilities. Take various measures to eliminate illiteracy among disabled youth. Actively carry out vocational education and training for the disabled, and implement preferential policies such as tuition reduction and exemption for the disabled who are enrolled in qualified secondary vocational schools. Support teachers colleges to train special education teachers. Implement the construction project of special education schools in the central and western regions, and implement the special post allowance policy for teachers in special education schools. Schools of all levels and types shall not discriminate against disabled students in enrollment.
(eleven) to promote the employment of disabled people. Conscientiously implement the laws, regulations, policies and measures to promote the employment of the disabled, and guarantee the equal employment opportunities and rights of the disabled. Promote the employment of disabled people in proportion according to law, encourage and support the establishment of welfare enterprises, blind massage institutions, industrial (agricultural) treatment institutions, auxiliary workshops and other centralized employment units for disabled people, and actively support disabled people to choose their own jobs and start their own businesses. Develop public welfare posts suitable for the employment of disabled people in various forms. Party and government organs, institutions and state-owned enterprises should take the lead in resettling the disabled. We will improve policies and measures to ensure the employment of the disabled, such as financial support, tax reduction and exemption, loan discount, social insurance subsidy, post subsidy and exclusive production. Under the same conditions, the government gives priority to purchasing products and services from centralized employment units for the disabled. Persons with disabilities who are difficult to achieve employment will be included in the scope of people with employment difficulties and employment assistance will be provided. Strengthen vocational training and employment services for the disabled, and enhance their employment and entrepreneurial ability. We will earnestly implement the national policies and measures for poverty alleviation and development in rural areas and the policies for supporting agriculture and benefiting farmers in poor families of rural disabled people, and formulate and improve poverty alleviation policies and measures aimed at the characteristics of disabled people. Support rural disabled people to engage in planting, handicrafts and diversified businesses, organize rural disabled people to transfer employment in an orderly manner, and promote the income of disabled people.
(twelve) the prosperity of cultural and sports undertakings for the disabled. Organize disabled people to carry out various healthy and beneficial mass cultural, artistic and recreational activities, enrich their spiritual and cultural life, and stimulate their enthusiasm and potential to participate in the construction of advanced socialist culture. Support public welfare cultural undertakings such as the production of cultural and artistic products for the disabled and the publication of books for the blind. Develop special arts for the disabled and cultivate outstanding talents in special arts. Implement the national fitness plan, carry out physical fitness activities for the disabled, enhance physical fitness and restore physical and mental health. Carry out sports science research and physical education for the disabled. Public cultural and sports facilities are open to the disabled. Carry out Paralympic Games, Special Olympics and Deaf Olympics, and organize and participate in major sports events for the disabled at home and abroad. Run the 2008 Beijing Paralympic Games and the 20 10 Guangzhou Asian Paralympic Games well.

Standard barrier-free facilities must be built for new construction and renovation of urban roads and buildings, and barrier-free renovation of existing roads and buildings should be accelerated. Small towns and rural areas will gradually implement barrier-free construction. Accelerate the barrier-free construction and renovation of houses, communities, schools, welfare institutions, public service places and facilities closely related to the daily life of disabled people, and provide financial support for the barrier-free renovation of poor disabled families where conditions permit. Traffic, railways and urban public transport should strengthen barrier-free construction and transformation. Public vehicles should be equipped with barrier-free equipment, improve the relevant regulations and management measures for disabled people to drive motor vehicles, and give priority to setting up special parking spaces for disabled people in public parking areas. Strengthen the management and maintenance of barrier-free facilities and equipment. Actively promote information and communication barrier-free, public institutions should provide barrier-free services such as voice, text prompts, Braille and sign language, film and television works and programs should have subtitles, and Internet, electronic information and communication products should be convenient for disabled people to use.
(fifteen) the development of service industry for the disabled. Relying on the community to carry out public welfare and comprehensive services such as life care, rehabilitation, skills training, cultural entertainment, physical fitness, etc., and promote the "Sunshine House" experience for severely disabled people, mentally disabled people, mentally disabled people and elderly disabled people. Sixth, optimize the social environment for the development of the cause of the disabled.
(sixteen) to enhance the awareness of the whole society to help the disabled. Focusing on the construction of the socialist core value system, we will vigorously carry forward the humanitarian thought and the traditional virtues of the Chinese nation in the whole society, advocate the concept of "equality, participation and enjoyment" in modern civilized society, eliminate discrimination and prejudice against the disabled, and form a good social trend in which everyone understands, respects, cares for and helps the disabled. Propaganda, culture, news, publishing and other departments and units shall take effective measures to actively promote the cause of the disabled and publicize the model of self-improvement and advanced deeds of helping the disabled. The education department should combine moral education in primary and secondary schools to carry out humanitarian, self-improvement and disability education. In combination with mass activities to create spiritual civilization, we will extensively carry out activities to help the disabled. Organize activities such as "National Day for Helping the Disabled" and "International Day for Helping the Disabled". Encourage disabled people to be self-respecting, self-confident, self-reliant and self-reliant, integrate into society, participate in development and enjoy the fruits of development.
(seventeen) to strengthen the construction of laws, regulations and systems for the cause of the disabled. Seven, strengthen the leadership of the disabled.

It is necessary to strengthen the construction of disabled persons' federations at all levels, improve grassroots organizations for the disabled, solve the problem of personnel treatment, and provide strong organizational guarantee for the work of the disabled.
